At the end of the gathering, the participating delegations agreed to launch Operation Condor under the pretext of coordinating counterinsurgency activities, sharing information to combat leftist guerrillas and stopping an alleged advance of Marxism in the region. Condor, however, went much further than mere exchanges of information between neighbours. It was a plan to transnationalize state terrorism beyond South America. This book identifies the reasons why the South American military regimes chose this strategic path at a time when most revolutionary movements in the region were defeated, in the process of leaving behind armed struggle and resuming the political path. One of Condor’s most intriguing features was the level of cooperation achieved by these governments considering the distrust, animosity and historical rivalries between these countries’ armed forces. This book explores these differences and goes further than previous lines of inquiry, which have focused predominantly on the conflict between Latin American leftist guerrillas and the armed forces, to study the contribution made by other actors such as civilian anticommunist figures and organizations, and the activities conducted by politically active exiles and their supporters in numerous countries. This broader approach confirms that the South American dictatorships launched the Condor Plan to systematically eliminate any kind of opposition, especially key figures and groups involved in the denunciation of the regimes’ human rights violations.

Focusing on the worldwide campaign against abuses by the right-wing authoritarian regime in Uruguay (1973-1984), it explores how norms and ideas interact with political interests, both global and domestic. It examines joint actions by differently-motivated actors such as the leftist activists who had to flee Uruguay in these years, the Organization of American States, The United Nations, Amnesty International, and the United States. It traces language and procedures for making their claims. The chief goal, however, is to peruse the specific reasons that led these actors to endorse the central core of liberal rights that gave foundation to this system. A close examination of the available documents shows that even as they joined efforts to protest abuses, they were still pursuing their individual agendas, which is often overlooked in the existing scholarship on human rights transnational activism. The book pays special attention to the Uruguayan exiles, analyzing why and how leftist activists and leaders adopted the human rights language, which had so far been used to attack communism in the context of the Cold War.

Book excerpt: The duel, and the codes of honour that governed duelling, functioned for decades in many European and Latin American countries as a shadow legal system, regulating in practice what legislators felt free to say and what journalists felt free to write. Yet the duel was also an act of potentially deadly violence and a challenge to the authority of statutory law. When duelling became widespread in early twentieth-century Uruguay, legislators facing this dilemma chose the unique and radical path of legalization. The Pen, the Sword, and the Law explores how the only country in the world to decriminalize duelling managed the tension between these informal but widely accepted “gentlemanly laws” and its own criminal code. The duel, which remained legal until 1992, was meant to ensure civility in politics and decorum in the press, but it often failed to achieve either. It invested significant energy, personnel, and resources in attending regional conferences, distributing its literature throughout the hemisphere, creating solidarity committees, presenting its case to elected officials and the general public, and promoting the causes of oppressed peoples. The hemispheric outpourings of solidarity with Puerto Rican independence have been obscured by larger, later liberation movements as well as the anticolonial party's ultimate failure to achieve independence. However, as this book shows, they were nonetheless central to anti-imperialists, nationalists, and revolutionaries from New York City to Buenos Aires. Margaret M. Power's new history of the PNPR focuses on how it built a broad movement with active networks in virtually all of Latin America, much of the Caribbean, and New York City. This hemispheric view introduces a sprawling transnational network, nurtured by the PNPR from its founding in 1922 through its military actions of the 1950s and beyond that included individuals, parties, organizations, and governments throughout the Americas, and it resituates the Puerto Rican nationalist movement as a transnational revolutionary influence and force.
