Book excerpt: " Hic sunt leones " - " ici sont les lions " - écrivait-on, sur les atlas anciens de l'Afrique, comme si cet espace-là était, plus qu'un autre, voué à l'investissement de l'imagination. Les Européens ont rêvé l'Afrique, les multiples sociétés africaines ont saturé d'imaginaire leur environnement. Les projections des uns et des autres se sont rencontrées en s'hybridant ou en se télescopant, parfois au prix du malentendu. Plus largement, il existe une vaste gamme d'appréhensions de l'espace. Elles ouvrent à des dimensions qui échappent aux modes de perception classiquement " cartésiens " : l'espace vécu n'est pas l'espace topographique. Qu'on ait affaire à des plans, à des croquis, à des toponymes, à des descriptions, à des récits romanesques ou mythiques, à des créations artistiques, nombreuses sont les difficultés que posent les représentations de l'espace en Afrique. Ces représentations se trouvent par ailleurs prises dans un mouvement constant de déconstruction et de reconstruction, d'où émergent de nouvelles significations et de nouvelles pratiques. Il serait vain de croire que l'époque contemporaine est celle des synthèses stables. Des représentations inédites ne cessent en fait de s'élaborer, en particulier à propos de l'espace urbain, tant les villes concentrent les contradictions actuelles du continent. C'est à partir de ces constats que des chercheurs de disciplines diverses ont tenté de confronter leurs points de vue. En recourant aux lumières de l'analyse littéraire et cinématographique, de l'histoire, de l'anthropologie, de la sociologie, de la géographie et de l'économie, cet ouvrage collectif souligne à quel point les représentations de l'espace africain relèvent de processus complexes et originaux. S'interroger sur l'espace en Afrique, c'est donc voyager au plus profond de l'imaginaire des peuples, débusquer les fausses certitudes, dénaturaliser les repères. Circulations et clivages, fonds symboliques et réinterprétations, cosmogonies anciennes et mutations sociales, bouleversement des perceptions et réorganisation des territoires : multiples sont les pistes où entraînent ces questionnements.

Book excerpt: Déclenchée tardivement, après la Seconde Guerre mondiale, l’urbanisation de l’Afrique tropicale s’est effectuée à un rythme rapide ; aujourd’hui, les citadins sont environ 110 millions (un quart de la population), 150 à 160 agglomérations dépassent 100 000 habitants, et une bonne quinzaine d’entre elles sont des cités « millionnaires ». À l’origine de cette évolution : un exode rural, puissant et continu, auquel s’est ajouté plus tard un excédent naturel démographique, conséquence d’une natalité élevée et d’une réduction de la mortalité. L’organisation de l’espace et les paysages urbains reflètent l’origine coloniale de la plupart des villes, dans une dualité dont les trente dernières années ont plutôt accentué le caractère socio-économique. Ils trahissent également l’incapacité des pouvoirs publics à maîtriser une croissance spatiale, qui est — pour l’essentiel — le fruit de l’initiative privée, « productrice » de quartiers périphériques sous-équipés et en extension permanente, où les conditions de vie sont souvent difficiles. Un caractère original des villes africaines, est la pérennité d’activités de type rural, constituant un secteur primaire de type traditionnel vivace, mais qui a su aussi s’adapter à des besoins nouveaux. Sauf dans quelques cas, l’industrie, freinée par l’étroitesse des marchés nationaux, reste peu développée, tandis que le secteur tertiaire occupe une position dominante sous divers aspects, dont ceux de la fonction publique, et surtout d’un commerce multiforme et omniprésent qui est — pour beaucoup de citadins sans ressources régulières — le seul moyen de survivre. L’urbanisation — en Afrique tropicale — est-elle un bien ou un mal ? Il est vain de poser la question : les villes sont là et elles vont continuer de grandir. Ce qui importe, c’est de leur faire jouer un rôle plus actif dans le développement économique de pays, où les disparités régionales restent encore très accentuées.

When urban design policies are implemented, they reveal underlying aesthetic, cultural, and political dilemmas with startling clarity. Gwendolyn Wright focuses on three French colonies--Indochina, Morocco, and Madagascar--that were the most discussed, most often photographed, and most admired showpieces of the French empire in the early twentieth century. She explores how urban policy and design fit into the French colonial policy of "association," a strategy that accepted, even encouraged, cultural differences while it promoted modern urban improvements that would foster economic development for Western investors.
