Book excerpt: L’objectif de cette thèse est de vérifier la pertinence du concept (non stabilisé) de développement territorial durable (DTD) en tant que référent théorique mais également comme cadre stratégique pour la conception et la mise en œuvre de politiques et de projets de développement durable des territoires. Cette recherche porte plus spécifiquement sur le potentiel que représente la mise en œuvre de stratégies inspirées du DTD pour les zones rurales en difficulté. L’évaluation en elle-même a été menée à partir de l’analyse empirique de deux territoires ruraux brésiliens distincts, présentant de manière parfois paroxystique les caractéristiques de zones rurales marginalisées. La thèse s’est efforcée de questionner la pertinence du Développement Territorial Durable à trois niveaux, qui ont constitué les axes structurant de ce travail. Il s’est agit, dans un premier temps, de mettre en évidence les arguments montrant, d’un point de vue théorique, la pertinence de la conjugaison des concepts de développement territorial et de développement durable qui composent le socle théorique et méthodologique du DTD. Pour ce faire, nous avons réalisé un effort de « délimitation » du concept de DTD ainsi qu’une analyse des principes et des éléments qui composent, à savoir : l’articulation local-global pour l’intégration de la dimension environnementale, les acteurs et leurs systèmes d’organisation et d’action, de la gouvernance, le capital social et le territoire. L’évaluation empirique (en nous appuyant sur nos études de cas), de la capacité du DTD à orienter des stratégies et des démarches spécifiques, souples et en cohérence avec les contextes particuliers des territoires dans lesquels elles s’appliquent, constituait notre deuxième axe de recherche. Le constat de l’existence, à l’échelle du Brésil comme dans nos deux régions d’étude, de telles stratégies nous a amené à analyser, d’un point de vue normatif, les résultats des actions menées au moyen de critères correspondant aux principes objectifs du DTD. La recherche a notamment permis de vérifier qu’il n’y a pas unicité des trajectoires de développement et qu’en conséquence il ne peut pas y avoir universalité d’un modèle d’intervention (ce qui constituait une hypothèse forte de ce travail et du projet CAPES/COFECUB 449/04 dans lequel il s’inscrivait). L’analyse des cas du Cariri de la Paraíba et du Plateau Catarinense ont d’autre part permis de rejeter en partie l’hypothèse d’une masse critique nécessaire à l’implantation d’un processus de DTD, ce qui est particulièrement positif pour les zones rurales les plus dévitalisées. Cette étude nous a enfin permis de vérifier qu’en dépit d’un processus « normal » de réappropriation du concept de DTD, et du caractère encore ponctuel des réalisations observées, les actions menées dans le cadre de stratégies de DTD sont opérationnelles et efficientes dans le sens où elles contribuent à l’amélioration des conditions d’existence des populations concernées.
