Written in 2006 at the initiative of a Rwandan survivors’ association, as a testimonial and psychological catharsis, these accounts by children who have since become young men and women tell the story of their experience of the genocide, as well as of “life before” and “life after.” The words of these children, the cruel realism of the scenes they describe, the power of the emotions they express, provide the historian with an unparalleled insight into the subjectivities of the survivors, and also enable us to take on board the murderous discourse and gestures of those who eradicated their world of childhood forever. Far from abstract postulates on the “unspeakable,” Beyond Despair offers a reflection on the conditions that make audible such an experience of dereliction in the twilight of the twentieth century. Many of the countries that are members of the International Conference on the Great Lakes Region (ICGLR) which are: Burundi, Angola, Central African Republic, Democratic Republic of the Congo, Republic of the Congo, Kenya, Uganda, Rwanda, Sudan, South Sudan, Tanzania, and Zambia, have experienced political violence and bloodshed at one time or another. While a few states have been advancing electoral democracy, environmental protection and peaceful state building, the overall intensity of violence in the region has led to civil wars, invasion, genocide, dictatorships, political instability, and underdevelopment. Efforts to establish sustainable peace, meaningful socio-economic development and participatory democracy have not been quite successful. Using various methodologies and paradigms, this book interrogates the complexity of the causes of these conflicts; and examines their impact and implications for socio-economic development of the region. The non-consensual actions related to these conflicts and imperatives of power struggles supported by the agents of savage capitalism have paralysed efforts toward progress. The book therefore recommends new policy frameworks within regionalist lenses and neo-realist politics to bring about sustainable peace in the region.

And why, exactly, is it that it is potentially conflict-prone? This book gives answers to these questions on the basis of what Rwandan and Burundian interviewees expressed as taken for granted and real. In particular, it focuses on different political institutional models, and how they help to overcome an ethnic interpretation of political and social exclusion. Despite the diverging institutional approaches to dealing with ethnic cleavages, the qualitative analysis shows that political and social exclusion, in particular the distribution of power, are interpreted in ethnic terms in both countries. Focusing on notions taken for granted by Rwandan and Burundian interviewees, the book demonstrates, how deeply intertwined ethnicity and politics are in Rwanda and Burundi today.

That ghastly violence has overshadowed a fact almost as noteworthy: that hundreds of thousands of Hutu killed no one. In a transformative revisiting of the motives behind and specific contexts surrounding the Rwandan genocide, Lee Ann Fujii focuses on individual actions rather than sweeping categories. Fujii argues that ethnic hatred and fear do not satisfactorily explain the mobilization of Rwandans one against another. Fujii's extensive interviews in Rwandan prisons and two rural communities form the basis for her claim that mass participation in the genocide was not the result of ethnic antagonisms. Rather, the social context of action was critical. Strong group dynamics and established local ties shaped patterns of recruitment for and participation in the genocide. This web of social interactions bound people to power holders and killing groups. People joined and continued to participate in the genocide over time, Fujii shows, because killing in large groups conferred identity on those who acted destructively. The perpetrators of the genocide produced new groups centered on destroying prior bonds by killing kith and kin.

Written at a crucial time of transition in Rwanda, it illuminates the role of education as a powerful means of socialisation through which dominant discourses and related belief systems have been transmitted to the younger generations, thus moulding the nation. It outlines emergent challenges and possibilities, urging a move away from the use of history teaching to disseminate a conveniently selective official history towards practices that promote critical thinking and reflect the heterogeneity characteristic of Rwanda's post-genocide society.
