Book excerpt: Cette recherche porte sur une analyse de l'évolution de l'aménagement du territoire après l'introduction des variables « culture » et « infrastructure culturelle ». Comment l'aménagement et la planification du territoire peuvent suivre ou promouvoir des changements capables de traduire sur un espace physique une transformation de type culturel. Cette influence est recherchée à travers l'analyse de cas d'étude où aux ingrédients « traditionnels » de la planification du territoire s'ajoute la prise en compte, explicite et revendiquée, des aspects culturels et paysagers. Aujourd'hui en matière d'aménagement, des notions telles que la qualité de la culture, du paysage, et de l'environnement, ainsi que la qualité de vie des populations, recouvrent une importance croissante. Nous nous intéressons en particuliers à quelques cas d'étude de paysage culturel fluvial inscrits sur les listes du patrimoine de l'UNESCO. Il s'agit de comprendre comment projeter ces éléments dans le futur et institutionnaliser des volontés de valorisation du patrimoine dans les politiques publiques d'aménagement. Les cas d'étude, appartenant à trois pays différents, ont été choisis en relation à des volontés affichées d'appliquer des politiques spécifiques aux patrimoines naturels et culturels, comme déjà explicité au moyen des processus de patrimonialisation promus.

Lorsque nous avons eu connaissance de l'ouvrage de James Carter, il nous a paru concentrer trois qualités : pragmatisme, expérience et compétence... C'est la raison qui nous pousse à en diffuser une traduction même si tous ses éléments ne sont pas transposables ipso facto. On y verra que l'interprétation est un jeu d'acteurs : il y a autant d'interprétations que de publics potentiels, les sentiments et le vécu des habitants du lieu, doivent impérativement être intégrés à la démarche, la sensibilité, la culture et l'imagination de la personne en charge de la conduite du projet, seront des éléments déterminants. Deux moments clefs structurent la démarche : la détermination du " fil conducteur " qui doit rendre sensible la cohérence du projet, l'évaluation des résultats obtenus : possible uniquement si des objectifs opérationnels concrets ont été fixés au préalable.
