Organized by the REHSEIS group (Research on Epistemology and History of Exact Sciences and Scientific Institutions) of CNRS (National Center for Scientific Research), the colloquium was held from 3 to 6 April 1990 in the UNESCO building in Paris. This colloquium was an idea of Professor Roshdi Rashed who initiated this field of studies in France some years ago, and proposed "Sciences and Empires" as one of the main research programmes for the The project to organize such a colloquium was a bit REHSEIS group. of a gamble. Its subject, reflected in the title "Sciences and Empires", is not a currently-accepted sub-discipline of the history of science; rather, it refers to a set of questions which found autonomy only recently. The terminology was strongly debated by the participants and, as is frequently suggested in this book, awaits fuller clarification.

Impossible Engineering takes an insightful and entertaining look at the mystery of its success as well as the canal's surprising political significance. The waterway was a marvel that connected modern state power to human control of nature just as surely as it linked the ocean to the sea. The Canal du Midi is typically characterized as the achievement of Pierre-Paul Riquet, a tax farmer and entrepreneur for the canal. Yet Chandra Mukerji argues that it was a product of collective intelligence, depending on peasant women and artisans--unrecognized heirs to Roman traditions of engineering--who came to labor on the waterway in collaboration with military and academic supervisors. Ironically, while Louis XIV and his treasury minister Jean-Baptiste Colbert used propaganda to present France as a new Rome, the Canal du Midi was being constructed with unrecognized classical methods. Still, the result was politically potent. As Mukerji shows, the project took land and power from local nobles, using water itself as a silent agent of the state to disrupt traditions of local life that had served regional elites. Most scientists believe that in such cases the government wants information for immediate use or directions for seeking future benefits from nature. Challenging this oversimplified view, Chandra Mukerji depicts a more complex interdependence between science and the state. She uses vivid examples from the heavily funded field of oceanography, particularly from recent work on seafloor hot springs and on ocean disposal of nuclear wastes, to raise questions about science as it is practiced and financed today. She finds that scientists act less as purveyors of knowledge to the government than as an elite and highly skilled talent pool retained to give legitimacy to U.S. policies and programs: scientists allow their authority to be projected onto government officials who use scientific ideas for political purposes. Writing in a crisp and jargon-free style, Mukerji reveals the peculiar mix of autonomy and dependency defined for researchers after World War II--a mix that has changed since then but that continues to shape the practical conduct of science. The dynamics of democracy are thus insured by the development of a welfare state that increasingly intervenes in order to satisfy the social and economic needs of individuals. Especially focused on France, yet informed by the experiences of other European countries, this book examines the dilemmas of the search for equality in society and politics. Democratization guarantees the rights of salaried workers and employees, the rights to material survival and housing, as well as health care, education, and culture. Today, however, as Schnapper observes, its action has become paradoxical. As the fruit of a praiseworthy concern to ensure the universality of rights, what Schnapper identifies as a "Providence State" now aims, by means of positive discrimination and other specific promotion policies, to defend the particular rights of certain categories of individuals. The action of the Providence State thus nourishes an aspiration: that the identities of historical collectivities gathered within the same national society be publicly recognized, and that these have rights. Equity thus supplants equality; and multiculturalism, universality. Such is the ordeal currently experienced by Western democracies, which are faced with the increasingly "providential" nature of their societies. Indeed, the author asks, how can a united political Europe be constructed on the ideals and institutions of citizenship, when European nations are becoming providential democracies? Providential Democracy offers a searching and timely critique of democratization that will be of interest to sociologists, political scientists, and historians. Dominique Schnapper is professor at the ?cole des Hautes ?tudes en Sciences Sociales and a member of the French Constitutional Council.
