Book excerpt: This volume brings together a series of discussions by scholars from a range of disciplinary, (trans)regional and epistemic perspectives that came out of the Berlin-based "co2libri" networking initiative, with longstanding collaborative partners based in the global South. "Co2libri" stands for "conceptual collaboration: living borderless research interaction". As an interdisciplinary and transregional oriented initiative, co2libri envisages a multicentric perspective that integrates neglected positions of Southern theory and praxis into the heart of academic conversations. Co2libri's collaborative endeavor builds on long-standing active connections with partners in Africa, South and Southeast Asia, and the Middle East. Instead of setting an agenda from the North, it proposes to figure out ways forward through collaborative engagement, building on relationships of mutual trust. Using formats that facilitate substantial and open-ended discussion, we are re-thinking theory and method, academic practices, and research ethics, while keeping material inequalities in view. Contributors to this edited volume are working toward the implementation of various innovative activities, research perspectives and collaboration formats which all subscribe to the principle of dialogue on equal footing with scholars and activists based in divergent positionalities along and beyond the Global North-South divide. In different ways, the authors work toward the goal of producing more adequate, and more sensitive, critical knowledge, and applying a fresh view to approach, methods, and ethical standards. Overall, the volume works, sometimes in exploratory ways, with alternative frames of reference while it presents diverse theorizations of lived experiences.

Book excerpt: A new history of French social thought that connects postwar sociology to colonialism and empire In this provocative and original retelling of the history of French social thought, George Steinmetz places the history and development of modern French sociology in the context of the French empire after World War II. Connecting the rise of all the social sciences with efforts by France and other imperial powers to consolidate control over their crisis-ridden colonies, Steinmetz argues that colonial research represented a crucial core of the renascent academic discipline of sociology, especially between the late 1930s and the 1960s. Sociologists, who became favored partners of colonial governments, were asked to apply their expertise to such “social problems” as detribalization, urbanization, poverty, and labor migration. This colonial orientation permeated all the major subfields of sociological research, Steinmetz contends, and is at the center of the work of four influential scholars: Raymond Aron, Jacques Berque, Georges Balandier, and Pierre Bourdieu. In retelling this history, Steinmetz develops and deploys a new methodological approach that combines attention to broadly contextual factors, dynamics within the intellectual development of the social sciences and sociology in particular, and close readings of sociological texts. He moves gradually toward the postwar sociologists of colonialism and their writings, beginning with the most macroscopic contexts, which included the postwar “reoccupation” of the French empire and the turn to developmentalist policies and the resulting demand for new forms of social scientific expertise. After exploring the colonial engagement of researchers in sociology and neighboring fields before and after 1945, he turns to detailed examinations of the work of Aron, who created a sociology of empires; Berque, the leading historical sociologist of North Africa; Balandier, the founder of French Africanist sociology; and Bourdieu, whose renowned theoretical concepts were forged in war-torn, late-colonial Algeria.

Book excerpt: Until the recent uprisings in the Middle East and North Africa, the resilience of authoritarian regimes seemed a fundamental feature of regional politics. While economic, political, and internal security policies are most often considered in discussions of regime maintenance, Laurie Brand introduces a new factor, that of national narratives. Portrayals of a country's founding, identity, and bases of unity can be a powerful strategy in sustaining a ruling elite. Brand argues that such official stories, which are used to reinforce the right to rule, justify policies, or combat opponents, deserve careful exploration if we are to understand the full range of tools available to respond to crises that threaten a leadership's hold on power. Brand examines more than six decades of political, economic, and military challenges in two of North Africa's largest countries: Egypt and Algeria. Through a careful analysis of various texts—history and religion textbooks, constitutions, national charters, and presidential speeches—Official Stories demonstrates how leaderships have attempted to reconfigure narratives to confront challenges to their power. Brand's account also demonstrates how leaderships may miscalculate, thereby setting in motion opposition forces beyond their control.

It demonstrates how ID is essentially a cognitive phenomenon, something different from the frivolous and inconsequential attempt of trying to overcome the disciplinary competencies and exigencies. By ID, the authors show that it is a manifestation of the transversal rationality that underlies current scientific activity. Divided into two parts, the book presents a conceptual framework as well as several case studies on ID practices. The book aims at covering three main themes. La reconnaissance croissante de l’importance des forêts pour endiguer le changement climatique a introduit un nouvel élan dans la lutte contre la déforestation et la dégradation de la forêt tropicale. La plupart des pays de bassin du Congo sont activement engagés dans un processus de préparation des cadres et stratégies-cadre capable de créer des incitations à « réduire les émissions dues à la déforestation et à la dégradation des forêts », encourageant « la conservation et la gestion durable des forêts ainsi que l’amélioration de la séquestration du carbone par les forêts » (REDD+). Ils travaillent ainsi d’ores-et-déjà à renforcer leur capacité de suivi des émissions liées aux forêts, à améliorer la gouvernance des forêts, à promouvoir le développement et à réduire la pauvreté, tout en protégeant les ressources naturelles de la région. Un exercice de deux ans visant à analyser et comprendre en profondeur la dynamique de la déforestation dans le bassin du Congo est résumé dans le présent rapport, qui s’organise comme suit : Le chapitre 1 donne une vue d’ensemble des forêts du bassin du Congo • Le chapitre 2 présente la dynamique de la déforestation et résume les résultats d’une analyse secteur par secteur des grands facteurs de déforestation dans le bassin du Congo. • Le chapitre 3 fournit une actualisation de l’état des négociations REDD+ dans le cadre de la CCNUCC et des implications pour les pays du bassin du Congo.

Des investissements judicieux dans le développement des compétences, en accord avec les objectifs politiques de croissance de la productivité, d’inclusion et d’adaptabilité, peuvent aider à accélérer la transformation économique de la région subsaharienne au XXIe siècle. L’augmentation de la population en âge de travailler en Afrique subsaharienne constitue une réelle chance d’accroître la prospérité collective. Les pays de la région ont investi massivement dans le développement des compétences†‰; les dépenses publiques consacrées à l’éducation ont été multipliées par sept au cours des 30 dernières années, et le nombre d’enfants scolarisés est aujourd’hui plus élevé que jamais. Pourtant, les systèmes d’éducation de cette population n’ont pas donné les résultats escomptés, et ces insuffisances entravent considérablement les perspectives économiques. Dans la moitié des pays, moins de deux enfants sur trois terminent l’école primaire, et encore moins atteignent des niveaux supérieurs d’enseignement et obtiennent un diplôme. Les acquis d’apprentissage demeurent faibles, ce qui entraîne des lacunes dans les compétences cognitives de base telles que la lecture, l’écriture et le calcul, aussi bien chez les enfants, les jeunes que les adultes. Le taux d’alphabétisation de la population adulte est inférieur à 50 % dans de nombreux pays†‰; la part des adultes sachant lire, écrire et compter de manière fonctionnelle est encore plus faible. Une réforme du système est nécessaire pour réaliser des progrès significatifs. De multiples agences aux niveaux national et local sont impliquées dans les stratégies de développement des compétences, faisant des compétences «†‰le problème de tous, mais la responsabilité de personne†‰». Les politiques et les réformes doivent permettre de renforcer les capacités des politiques qui ont fait leurs preuves et d’instaurer des mesures incitatives visant à faire converger le comportement de tous les acteurs dans la poursuite des objectifs de développement des compétences au niveau national. Le développement des compétences en Afrique subsaharienne, un exercice d’équilibre. Investir dans les compétences pour la productivité, l’inclusion et l’adaptabilité présente des données qui éclaireront les choix stratégiques des pays en matière d’investissements dans les compétences. Chaque chapitre aborde un ensemble de questions spécifiques, en s’appuyant sur une analyse originale et sur une synthèse des travaux existants pour explorer les domaines principaux : • comment les compétences appropriées à chaque étape du cycle de vie sont-elles acquises et quelles défaillances du marché et des institutions affectent le développement des compétences†‰; • quels systèmes sont nécessaires pour que les individus aient accès à ces compétences, notamment les investissements consentis par les familles, les institutions du secteur privé, les écoles et autres programmes publics†‰; • comment ces systèmes peuvent-ils être renforcés†‰; • comment les personnes les plus vulnérables, à savoir celles qui ne font pas partie des systèmes standards et qui n’ont pas réussi à acquérir des compétences essentielles, peuvent-elles être soutenues. Les pays de la région seront souvent confrontés à des arbitrages difficiles qui auront des effets distributifs et influeront sur leur trajectoire de développement. Des dirigeants engagés, des efforts conjoints de réforme et des politiques bien coordonnées sont essentiels pour aborder le délicat exercice d’équilibre que représente le développement des compétences en Afrique subsaharienne.
