Book excerpt: L’objet de cette thèse est d’étudier l’orientation récente des dispositifs d’emploi et de formation professionnelle destinés aux jeunes en analysant leurs effets en termes d’insertion professionnelle. L’évolution de ces politiques s’inscrit dans un changement de référentiel vers une logique d’activation et un mouvement de professionnalisation de l’enseignement supérieur qui se sont diffusés en Europe. Cette thèse analyse l’insertion professionnelle des jeunes selon ces deux angles spécifiques. En premier lieu, nous discutons du glissement vers une logique d’activation et nous étudions l’accompagnement vers l’emploi des jeunes peu ou pas diplômés en analysant le Contrat d’Insertion dans la Vie Sociale. L’évaluation du CIVIS montre un effet important de l’intensité de l’accompagnement sur le degré d’insertion professionnelle des jeunes suivis et une forte sensibilité de la conjoncture économique. En second lieu, nous analysons le développement de la professionnalisation du supérieur par le biais de stages et de l’apprentissage. L’analyse de l’impact des stages sur les diplômés du supérieur met en évidence leur grande hétérogénéité. Seuls certains types de stages, ceux à la fois formateurs et gratifiants, ont des effets positifs sur l’insertion professionnelle des jeunes en termes d’emploi et de salaire. Le mouvement de professionnalisation s’est également traduit par la croissance exponentielle de l’apprentissage dans le supérieur. Nos résultats montent que l’apprentissage permet aux diplômés du supérieur d’accéder à des salaires plus élevés, tandis qu’il ne favorise pas davantage leur accès à l’emploi, quand on tient compte des caractéristiques spécifiques des apprentis.

Le développement d'une économie plus mondialisée, l'affaiblissement des régulations étatiques, la recomposition du rapport salarial, les nouveaux modes de gestion de la main-d'œuvre adulte et juvénile, la massification des systèmes d'éducation et de formation, les transformations de la famille et les relations interfamiliales se conjuguent aujourd'hui pour faire de l'insertion des jeunes un processus problématique. Pour bien des raisons, cette question de l'insertion des jeunes mérite un examen particulier. Parce qu'elle permet de réinterroger les rapports entre éducation, formation et emploi. Parce qu'elle a suscité l'apparition de dispositifs nouveaux, la mobilisation d'agents professionnels spécialisés, l'élaboration de catégories de pensée et de notions nouvelles - celle d'employabilité par exemple. Parce que, derrière la question globale de l'insertion, se construisent des trajectoires sensiblement différentes d'une catégorie sociale à l'autre. Trouver sa place dans le monde social n'est plus aujourd'hui la conclusion évidente d'un parcours d'éducation et de formation ni l'appropriation " naturelle " d'un héritage familial. L'insertion est devenue un processus, long, aléatoire, une période de latence, un " moratoire de la maturité sociale ". Ce n'est pas seulement l'entrée dans l'emploi qui se trouve ainsi différée, c'est aussi l'accès aux différentes marques de la vie adulte : installation en couple, procréation, acquisition de logement... C'est donc également la construction de soi qui est en question à travers ce problème de l'insertion. Toutes ces questions sont abordées dans cet ouvrage, organisé en cinq parties : L'insertion des jeunes : des questions nouvelles ; L'insertion, problème des entreprises ? ; " Inséreurs " et " insérables " ; Parcours d'insertion ; L'insertion et la construction de soi. Issu des travaux de la Troisième Biennale de l'éducation et de la formation (Sorbonne et CNAM, avril 1996), ce livre en présente les caractéristiques. Il traite de questions vives : la question de l'insertion, bien sûr, mais aussi, par extension, quelques autres (" l'intégration ", le devenir du monde rural...). Il les aborde dans une perspective de recherche mais aussi d'innovation. Il multiplie les approches : celles de chercheurs spécialistes de la question mais aussi celles d'acteurs de terrain, politiques ou professionnels.

Throughout, the author identifies two constants bearing directly on the question of who is entitled to relief and who can be excluded: the degree of embeddedness in any given community and the ability to work. Along this dual axis the author locates virtually the entire history of social welfare in early-modern and contemporary Europe.This work is a systematic defense of the meaningfulness of the category of "the social," written in the tradition of Foucault, Durkheim, and Marx. Castel imaginatively builds on Durkheim's insight into the essentially social basis of work and welfare.
