Malgré les apports de la psychologie dans La compréhension de l'enfant, malgré l'avancée de la recherche en éducation concernant les pratiques pédagogiques, l'efficacité de l'école ne semble pas s'être améliorée. Pourquoi ce résultat décevant ? Loin de dénigrer la théorie psychologique, David R. Olson montre que l'espoir d'une amélioration de l'école, fondée uniquement sur la psychologie, est vain. Il nous invite à prendre en compte une dimension de l'école qui demeure largement inexploitée : la dimension institutionnelle. En effet, les écoles sont des institutions, régies par des normes, des règles, des contrôles, qui s'efforcent de concilier aussi bien les besoins d'une société qui les finance que les objectifs, les centres d'intérêt, les souhaits et les ambitions des élèves qu'elles accueillent. Toutes les tentatives de réforme ont cherché à modifier l'équilibre entre ces dimensions sans disposer d'une conception claire de Leurs relations. L'auteur nous propose une réflexion théorique, éclairée par une multitude de travaux de recherche, sur les rapports existant entre l'esprit des élèves et la structure institutionnelle de l'école. Cette réflexion vise à analyser simultanément la manière dont l'école modèle les esprits et la société, et les raisons pour lesquelles les institutions éducatives résistent au changement. Pour réussir une réforme de l'école, il faut donc prendre en considération les deux dimensions qui sont à tort confondues et penser le changement comme une combinaison de mesures institutionnelles aussi bien que pédagogiques. Autrement dit, considérer que la responsabilité de l'école est d'enseigner aux élèves comment prendre place dans la société.
