Book excerpt: L‘avenir du travail en Afrique se penche sur deux questions fondamentales : comment créer des emplois productifs et comment subvenir aux besoins des laissés-pour-compte. Le rapport met en lumière comment l’adoption des technologies numériques, conjuguée à d’autres phénomènes mondiaux, transforme la nature du travail en Afrique subsaharienne et pose un défi en même temps qu’elle crée de nouvelles possibilités. Les auteurs montrent que les nouvelles technologies ne sont pas simplement synonymes de destruction d’emplois, comme on le craint généralement, mais qu’elles peuvent permettre aux pays africains de construire un monde du travail inclusif et offrir des opportunités aux travailleurs les moins qualifiés. Pour exploiter ces opportunités, cependant, il est indispensable de mettre en place des politiques publiques et de réaliser des investissements productifs dans quatre domaines principaux. Il faudra notamment promouvoir des technologies numériques inclusives, développer le capital humain d’une main-d’oeuvre jeune, globalement peu qualifiée et qui s’accroît rapidement, augmenter la productivité des entreprises et des travailleurs du secteur informel et élargir la couverture de la protection sociale pour atténuer les risques liés aux bouleversements du marché du travail. Le présent rapport, prolongement du Rapport sur le développement dans le monde 2019 de la Banque mondiale, aborde en conclusion d’importantes questions de politique publique qui viendront alimenter de futurs travaux de recherche permettant de guider les pays africains sur la voie d’une croissance plus inclusive.

Les gisements souterrains de métaux, minerais, pétrole et gaz représentent des sources prépondérantes de recettes publiques et de revenus d’exportation, tout en offrant des possibilités de développement dans la plupart des pays du continent. En dépit de réserves conséquentes, la conversion de la richesse du sous-sol en prospérité durable n’a pas été pas couronnée de succès. Depuis la baisse du prix des matières premières constaté en 2014, la croissance des pays d’Afrique riches en ressources est plus lente que le taux de croissance moyen observé dans la région. Il est donc vital pour son avenir économique que le continent africain puisse tirer profit de ses richesses en ressources naturelles et ainsi favoriser sa transformation économique. Alors que le monde s’éloigne des combustibles fossiles conformément aux engagements pris dans le cadre de l’Accord de Paris, les pays africains riches en ressources voient surgir de nouveaux risques et de nouvelles opportunités. Des estimations récentes suggèrent que 80 % des réserves de combustibles fossiles attestées dans le monde doivent rester enfouies pour atteindre les objectifs de Paris; or, une grande partie de ces réserves «échouées» se situent en Afrique. Pour les nombreuses économies africaines qui dépendent de l’extraction et de l’exportation du pétrole, cette problématique des actifs «échoués», et par là -même, de «nations échouées», a des implications considérables. Mais cette transition énergétique va également avoir pour effet d’augmenter la demande en intrants de matières premières indispensables aux technologies des énergies vertes. La transition entre combustibles fossiles et énergies vertes devrait ainsi générer une demande de 3milliards de tonnes de minerais et de métaux nécessaires au déploiement des technologies à énergie solaire, éolienne et géothermique. Une question se pose alors: comment les économies africaines peuvent-elles pleinement saisir ces opportunités tout en gérant les risques inhérents aux combustibles fossiles, dans un contexte où leur demande est vouée à décroître? Les ressources naturelles, un enjeu clé pour l’avenir de l’Afrique aborde ces thèmes et offre aux décideurs politiques des pistes pour gérer les écueils de l’incertitude au cours des années à venir.

Book excerpt: In 2009, the International Labour Organization (ILO) celebrated its ninetieth anniversary. The First World War and the revolutionary wave it provoked in Russia and elsewhere were powerful inspirations for the founding of the ILO. There was a growing understanding that social justice, in particular by improving labour conditions, was an essential precondition for universal peace. Since then, the ILO has seen successes and set-backs; it has been ridiculed and praised. Much has been written about the ILO; there are semi-official histories and some critical studies on the organization's history have recently been published. Yet, further source-based critical and comprehensive analyses of the organization's origins and development are still lacking. The present collection of eighteen essays is an attempt to change this unsatisfactory situation by complementing those histories that already exist, exploring new topics, and offering new perspectives. It is guided by the observation that the ILO's history is not primarily about «elaborating beautiful texts and collecting impressive instruments for ratification» but about effecting «real change and more happiness in peoples' lives».
