De grandes inquiétudes se font jour sur la capacité de gestion d'un ensemble aussi important. Va-t-on dès lors être tenté de freiner cet élargissement et notamment empêcher les nouvelles démocraties d'Europe centrale d'adhérer alors que la stabilisation de leur régime dépend à terme de leur appartenance à l'Union? C'est impossible. L'enjeu de la consolidation de la liberté retrouvée est trop important pour l'ensemble du continent. Dès lors, il n'y a pas d'autre issue: il faut approfondir l'Union européenne, c'est-à-dire essentiellement adapter son système institutionnel de manière à le rendre efficace et effectif tout en maintenant sa légitimation démocratique. Il convient aussi d'assurer la cohérence économique et sociale d'un ensemble de plus en plus diversifié au plan culturel. Tel est l'objet du débat dans le présent ouvrage.

L'intégration vers plus de supranationalité comme finalité politique, ainsi qu'une aspiration à atteindre un certain degré de paneuropéanisme comme finalité géographique (très vague), ont en effet toujours sous-tendu les évolutions de l'Union. Celle -ci a ainsi favorisé de manière régulière son expansion géographique, jusqu'à ce que l'effondrement du bloc de l'est ne laisse entrevoir la possibilité – tout à fait inattendue – d'une cinquième vague d'élargissement à l'est, puisque les pays issus du camp soviétique n'ont pas fait exception et ont été touchés par l'effet d'attraction que la réussite de l'Union avait déjà exercé jusque là. Cette nouvelle perspective qu'est l'élargissement à l'est a un enjeu tellement important – celui de l'unification du continent européen - que l'Union se devait de relever le défi. Cette perspective comporte en effet pour l'Union des défis considérables et son ampleur amène à se pencher de nouveau sur les rapports qu'entretiennent élargissement et approfondissement. [...]

The importance of public opinion in the process of European integration was brought into sharp focus at the start of the 1990s. Discussion about the future of Europe comes in a variety of forms, however, depending on the circumstances of the country concerned. This book brings together important and insightful articles about public opinion in countries at the centre of this European debate. These concern Germany, Belgium, France and Italy, from the founding members; the UK and Denmark from the first enlargement, with Norway; Portugal, from the 1986 enlargement and Austria, from the 1995 one; Hungary and the Czech Republic, two candidate-countries due to accede to the EU in 2004. This volume re-evaluates the importance of particular strands of public opinion which are often overlooked in the academic literature. Seen in this fresh light, interesting comparisons and contrasts emerge. The aim of this book is also to bring together both history and political theory.
