Restoration processes require the appropriate characterisation of materials, the modes of construction and the structural behaviour of the building. Modern computer simulation can provide accurate results demonstrating the stress state of the building and possible failure mechanisms affecting its stability. Equally important are studies related to their dynamic and earthquake behaviour, aiming to provide an assessment of the seismic vulnerability of heritage buildings. Of particular interest is the need for Heritage Building rehabilitation to conform to energy consumption reduction goals framed within climate change initiatives. It is necessary to encourage actions to improve energy efficiency, harmonised with both appropriate amounts of investment and transnational commitments to reduce greenhouse gas emissions.

Book excerpt: The word conservation, when used in the context of the preservation of built heritage, implies an intrinsically complex concept that evolved over time, since it has been influenced by the perception of history throughout time. This volume emphasises why an understanding of the cultural evolution of the conservation approach must be considered a prerequisite for architects and engineers if they are to cooperate in full harmony with historic-artistic culture for the preservation of global built heritage. In particular, the volume highlights how, during the second half of the last century, the preservation process also involved engineering – the science of making practical applications of knowledge – which, for a long time, made an uncritical use of techniques and materials and devised interventions on historical heritage that were heavily invasive. The volume also devotes special attention to the problems related to seismic risk, to which Italy, Greece and Portugal are particularly prone. Problems that emerge during the crisis and reconstruction phases are dealt with in detail, as is scheduled maintenance, as this latter approach always constitutes an improvement in the performance of the monument and is the most appropriate tool for the conservation of the built heritage. Book excerpt: Reconstructing Italy traces the postwar transformation of the Italian nation through an analysis of the Ina-Casa plan for working class housing, established in 1949 to address the employment and housing crises. Government sponsored housing programs undertaken after WWII have often been criticized as experiments that created more social problems than they solved. The neighborhoods of Ina-Casa stand out in contrast to their contemporaries both in terms of design and outcome. Unlike modernist high-rise housing projects of the period, Ina-Casa neighborhoods are picturesque and human-scaled and incorporate local construction materials and methods resulting in a rich aesthetic diversity. And unlike many other government forays into housing undertaken during this period, the Ina-Casa plan was, on the whole, successful: the neighborhoods are still lively and cohesive communities today. This book examines what made Ina-Casa a success among so many failed housing experiments, focusing on the tenuous balance struck between the legislation governing Ina-Casa, the architects who led the Ina-Casa administration, the theory of design that guided architects working on the plan, and an analysis of the results-the neighborhoods and homes constructed. Drawing on the writings of the architects, government documents, and including brief passages from works of neorealist literature and descriptions of neorealist films by Pier Paolo Pasolini, Italo Calvino and others, this book presents a portrait of the postwar struggle to define a post-Fascist Italy.
