The originality of the study lies in its association of two widely different approaches: the theory of decision-making in large organizations and the cultural analysis of social patterns of action.The book opens with a detailed examination of two forms of French public service. These studies show that professional training and distortions alone cannot ex plain the rise of routine behavior and dysfunctional vicious circles. The role of various bureaucratic systems appears to depend on the pattern of power relation ships between groups and individuals. Crozier's findings lead him to the view that bureaucratic structures form a necessary protection against the risks inherent in collective action.Since systems of protection are built around basic cultural traits, the author presents a French bureaucratic model based on centralization, strata isolation, and individual sparkle-one that that can be contrasted with an American, Russian, or Japanese model. He points out how the same patterns can be found in several areas of French life: education, industrial relations, politics, business, and the colonial policy. Bureaucracy, Crozier concludes, is not a modern disease resulting from organizational progress but rather a bulwark against development. The breakdown of the traditional bureaucratic system in modern France offers hope for new and fruitful forms of action.

The methodological domain foregrounds issues around scientific rigour, the criteria for what counts as quality research, and reporting standards. Contributors contend that the use of mixed methods provides the best scope for the effective study and evaluation of social issues. They also detail how better-funded projects tend to improve the respect of ethical standards especially as they pertain to the protection of subjects confidentiality. Self-financed researchers on the other hand tend to be less compliant, a challenge that afflict especially younger and inexperienced researchers. This volume thus contributes not only to a critical understanding of the challenges faced by social scientists in contemporary Africa, but also the prospects and mechanisms on how to improve knowledge production processes.

The principal objective of the book is to explore how agricultural production through the actions primarily of farmers, including peasant farmers, adapt to these changing circumstances, what the limitations of adaptation are, how the process of adaptation varies between different territories (e.g. developed countries versus developing countries), and what are or can be the most effective roles for actors other than the farmers, including different levels of government and non-governmental organizations (NGOs) such as professional associations of farmers and community organizations. The principal argument is threefold: 1) while there are significant differences between territories and countries in terms of the capacity of farmers (and the other actors) to engage in capacity building to be able to adapt effectively to climate change and variability, 2) the critical roles are those played out by the farmers themselves, but that 3) other actors can play an important role in accompanying farmers in their adaptation process, providing relevant and strategic information, counseling them and facilitating networking and meetings when appropriate. This effectively means that without engaging in the local adaptation processes governments can really only play effective roles by working with other actors at the local and regional levels. When it occurs, it can be very effective, but when it does not, farmers are left to their own devices (and even then, many are able to use their own creativity and local knowledge to survive and continue to develop). Essentially therefore, the secondary argument that is followed throughout the book is that adaptation is essentially a social process that requires an understanding of social processes and dynamics in each farming community and territory. It involves an understanding, for instance, of information diffusion processes in the different farming communities and territories, which provides a set of tools to promote and facilitate the adoption process in the context of adaptation to climate change and variability.

The United Kingdom Systems Society (UKSS) was formed in 1978. Today it has over 300 members and is committed to the development and promotion of "systems" philosophy, theory, concepts and methodolo gies for improving decision making for the benefit of organizations and wider society. The first UKSS International Conference was held at the University of Hull in July ofHuddersfield 1989. Since then we have held International Conferences at the Universities (1991) and Paisley (1993). The UKSS International Conferences are now an established biannual event and this, our fourth international conference, will be jointly hosted by the Universities of Hull and Humberside. Systems science is considered to be a trans-discipline which promotes critical and effective intervention in complex organisational and social problem situations. As such it traverses "hard", through "soft" to "critical" systems thinking and methodologies. Yet, despite the currently robust state of the UKSS the systems movement cannot be described as an international movement: different subdisciplines are at different stages of development and are often engaged in pursuing their own particular interests and themes with little "conversation" between the subdisciplines despite their common interest in systems.

Book excerpt: This book investigates the interface of ethnicity with occupation, empirically observed in luxury international hotels in Kuala Lumpur, Malaysia. It employs the two main disciplines of anthropology and sociology in order to understand the root causes and meaning of ethnicity at work within the hospitality industry sector. More specifically, it observes social change in a multi-ethnic and non-secular society through an ethnographic study located in a micro organisation: the Grand Hotel. At the individual level, this research shows how identity shifts and transformation can be mediated through the consumption and manipulation of food at the workplace. In addition, it combines an ambitious theoretical discussion on the concept of ethnicity together with empirical data that highlights how ethnicity is lived on an everyday basis at a workplace manifesting the dynamics of cultural, religious and ethnic diversity. The book presents the quantitative and qualitative findings of two complementary surveys and pursues an interdisciplinary approach, as it integrates methodologies from the sociology of organisations with classic fieldwork methods borrowed from ethnology, while combining French and Anglo-Saxon schools of thoughts on questions of identity and ethnicity. The results of the cultural contact occurring in a westernised pocket of the global labour market – in which social practices derive from the headquarters located in a society where ethnicity is self-ascribed – with Malaysian social actors to whom ethnicity is assigned will be of particular interest for social scientists and general readers alike.
