Book excerpt: Contrairement aux autres continents, l'Afrique ne semble pas, dans son ensemble, avoir pris conscience, depuis près d'un demi-siècle de souveraineté, le lien indissociable entre la promotion de ses propres langues, son développement et son indépendance. C'est là, croyons-nous l'un des mobiles évidents de son retard. De quelques expériences de gestion du bilinguisme africano-européen initiées çà et là et qui se sont distinguées par l'improvisation, le tâtonnement et l'irréalisme, rares sont celles qui ont survécu de nos jours. Face à cette impasse, les élites politiques et les experts se doivent de collaborer en vue d'un aménagement adapté, réaliste et efficace du paysage linguistique dans les pays africains. Tel est l'effort auquel nous avons tenté de contribuer dans le cadre guinéen. Les évaluations et les résultats de ces expériences menées sans succès le démontrent, la gestion des langues en contact aux fins de leur utilisation dans la vie publique n'est pas une aventure quelconque. C'est une opération qui est parfaitement contrôlable dans la mesure où une programmation initiale, conçue et élaborée en fonction des spécificités nationales, devient le schéma directeur d'une réforme linguistique. Nous visons précisément par la présente thèse, la constitution d'éléments d'ordres théorique et pratique de ce schéma, dans la perspective d'une reconsidération de l'aménagement linguistique en Guinée. Sur la base des études théoriques et de cas, notre contribution a consisté d'abord à réunir et analyser la somme d'expériences disponibles. De là, nous sommes passé à la conception d'un cadre méthodologique de référence des opérations, permettant aux différents partenaires impliqués dans la définition, la conduite et l'application d'une réforme linguistique, de savoir d'où partir, où aller, sur quoi s'appuyer et à travers quel cheminement. Ce cadre se veut aussi un tremplin à la portée des hommes politiques confrontés à des problèmes de développement dont la solution réside pour l'essentiel dans des décisions de caractère linguistique.

Or, paradoxalement, les modalités de la mise en oeuvre d'une telle politique, mais aussi de son évaluation, apparaissent rarement dans la littérature spécialisée, qui ne se prive pourtant pas de critiquer les politiques linguistiques des pays du Sud, lesquels auraient plutôt besoin d'aide et d'expertise. La vision de la politique linguistique présentée par Nazam Halaoui a fait en partie l'objet d'un séminaire de formation de cadres oeuvrant dans le domaine des langues et de l'éducation, organisé par l'OIF à Kinshasa en septembre 2005. L'ouvrage contribue à combler le vide théorique et surtout méthodologique et pratique qui caractérise le domaine de la politique linguistique. La première partie traite des fondements de la politique linguistique, concept à affiner et réalité observable à environnement multiple. La deuxième partie a pour objet de déterminer la place de la politique linguistique ; y sont abordées les questions de classification et proposée une typologie des situations africaines. La troisième et dernière partie traite de la mise en pratique de la politique linguistique dans sa diffusion, sa mise en oeuvre et son évaluation, et propose une analyse de la transition juridique qu'une telle politique opère. Fondé sur des données puisées dans le monde francophone, l'ouvrage se veut à la fois un guide pratique et l'esquisse d'une théorie. Il est surtout destiné aux cadres et agents des ministères qui, en Afrique et ailleurs, sont chargés des questions linguistiques et éducatives.

It covers jade and bronze ware, gold and silver ware and porcelain ware, pottery, porcelain, painting, calligraphy, and handicrafts. There are 363 relics in the book. In 960, Zhao Kuangtin, commander of the imperial guard troops of the later Zhou Dynasty staged a mutiny at Chenqiao and proclaimed himself emperor. He named his new dynasty the Song Dynasty and chose Dongling Kaifeng for the capital. This dynasty now called the Northern Song in history, gradually eliminated rival regimes and ended the separation of the Five Dynasties and Ten Kingdoms, co-existing with the Liao Regime established by the Qidan ethic group and Western Xia Regime established by the Dangxian ethic group. In 1127 Emperors Huizong and Quinzong were taken captive by the Jin Dynasty established by the Jurchen people, thus ending the Northern Song Dynasty. In the same year, Zhao Gou, then King King, established the imperial court of Song and moved the capital to Linhan (present day Hangzhou City in Zhejiang). This is what history calls the Southern Song Dynasty, and formed a glance at the Jin and Western Xia. In this period, thanks to easy politics and a relatively emancipated ideology, great achievements were obtained in various scientific technologies, theoretical trends, academic schools, religious thought and literary creation and the arts also showed an unprecedented prosperous science. Jade ware penetrated various aspects of social life, and he shapes, decorations and patterns all showed a distinctive secularisation. The invasion of northern nomads introduced a new cultural atmosphere to the Central Plains. The porcelain kilns could be found everywhere and finally developed into eight major systems: Ding, Yaozhou, Cizhou, Jun, Yuezhou, Longquan, Jingdezhen blueish white porcelain and Jian kilns. As well, there were four major royal kilns: Ru Kiln and Jun Kiln of the Northern Song Dynasty and Xiunesisi Kiln and Jiaotanxia Kiln of the Southern Dynasty. The arts of calligraphy and painting were typical representatives of the flourishing culture in the Song Dynasty. During this period an imperial art academy was founded, enlisting folk artists and a large number of professional painters were trained. Calligraphers of the Northern and Southern Song Dynasties inherited previous styles but also emphasised the representation of the individual subjective will. Other handicrafts developed: gold and silver ware tended to be light, handy and graceful. In the Song Dynasty, people has less costly funerals so less jade has been unearthed. Those that have are in: Sichuan, Zhejiang and Jiangxis. The emphasis is on practical utensils, drinking vessels, dress adornments and accessories. At the same time, there was progress in the technologies of jade carving: layered piercing and large-scale jade ware. This book, the sixth in a ten-volume collection, brings to the English-speaking world a series of books from China which has been complied by an Expert Committee of the Chinese Society of Cultural Relics. There are 363 descriptions.
