Book excerpt: Problems of the Agricultural Development of Less-Favoured Areas in Europe is a collection of papers from a symposium of the United Nations Economic Commission for Europe and Food and Agriculture Organization held in Geneva on May 22-26, 1978. This collection of papers covers European countries with areas where agricultural development is limited. This book defines less-favored agricultural areas as those places where there is limited agricultural development, of different sizes and economic and social importance. These areas are also defined as suffering serious deterioration of the natural environment and of economic and social activities. This book then presents country reports covering problem areas in Austria, Belgium, Czechoslovakia, Finland, France, and Germany. In reviewing each of these countries, and other countries as well, the text presents each government's objectives concerning the rural areas, the actual strategies and policies pursued by the state, and the problems encountered when implementing these policies. This text also gives the methodologies used in evaluating these programs. This book can prove useful for government officials and ministries dealing with the agricultural sector, heads of volunteer organizations dealing with countryside development, and academicians in political science and developmental planning.

L'agriculture des hautes terres n'en demeure pas moins un secteur fragile. La mondialisation et de multiples forces exogènes ne risquent-elles pas de conduire à un déclin inexorable ? Faut-il se résigner à des modèles extensifs engendrant de très faibles densités agricoles ? L'aide massive des Etats ou des collectivités locales afin de compenser les surcoûts est-elle le seul palliatif ? N'est-il pas préférable de valoriser les filières de qualité et de promouvoir la pluriactivité ? Comment expliquer les oppositions spatiales qui se manifestent à toutes échelles ? Telles sont les questions auxquelles cet ouvrage, issu d'un colloque tenu à Clermont-Ferrand les 12 et 13 décembre 2002, tentera d'apporter quelques réponses. C'est aussi l'occasion de rendre hommage au Professeur Christian Mignon qui a consacré une grande partie de ses travaux de recherche à l'évolution des espaces ruraux montagnards. Sa thèse de géographie sur «Campagnes et paysans de l'Andalousie méditerranéenne» avait déjà privilégié ces thématiques. Au département de Géographie de l'Université Blaise Pascal de Clermont-Ferrand et au CERAMAC, il a largement contribué à une meilleure connaissance de la moyenne montagne en général et de son agriculture en particulier.
