Il propose ensuite une analyse du profil des acteurs du développement, surtout dans les mouvements associatifs, à partir d'une enquête menée dans les trois pays. Il s'interroge enfin sur la pertinence de référentiels dans des sociétés aussi différentes, pour finalement proposer une ébauche de profil type de l'agent de développement, nouvel acteur du travail social international. Ces travaux viennent renforcer ceux de l'UNADEL (Union nationale des acteurs et des structures du développement local) et de la plateforme des métiers du développement territorial, actuellement en cours, et sont appuyés par l'AFPA (Association pour la formation professionnelle des adultes), en France ; leur présentation constitue un bilan d'étape dans l'élaboration d'un référentiel d'emploi, d'activités et de compétences dans la solidarité internationale et le développement durable.
