La sauvegarde de cette solidarité intergénérationnelle nécessite une action commune ; sinon les efforts des uns (protecteurs) seront annulés par le laxisme des autres (pollueurs). Déjà fragilisée par la pauvreté, les conflits, la famine, la désertification, l'Afrique n'est pas moins sollicitée que les autres régions du monde. Représentant 2% des échanges mondiaux, l'Afrique sous ajustement structurel a adopté le libéralisme et ses Etats achèvent le processus de privatisation des entreprises publiques. Mais, qu'il s'agisse de la représentation spatiale, de la gestion foncière , de l'agriculture, de la justice, de l'éducation ou de la gouvernance, la Culture africaine concilie difficilement ses traditions avec la modernité. Si la création, la promotion et la gestion des ressources naturelles et humaines ne sont guère satisfaisantes en Afrique, c'est parce que le processus du développement est mis à mal par des obstacles exogènes et endogènes. En revanche, l'inventivité des populations, seul gage de leur survie, attend un soutien international à la mesure du défi de la renaissance africaine en élaboration. Mais l'Occident ne saisit pas assez que dans un monde sans frontière, la solidarité est l'intérêt bien partagé car, si l'Afrique continue à endurer d'aussi lamentables privatisations, il ne sera guère en sécurité dans son opulence.

Widely regarded as the most advanced and successful regional integration scheme in Africa, the EAC is an intergovernmental organisation consisting of Burundi, Kenya, Rwanda, Tanzania, and Uganda and, since 2016, South Sudan. It is the oldest among Africa’s regional economic communities, and among the continent’s most promising growth areas, with a long history of integration, punctuated by several false starts and traumas that have profoundly affected its body politics. When initially set up, the EAC model bore a striking resemblance to the process undergone by the European Union. Now, as the EAC continues to establish its own identity, this book argues that whilst Europe’s history may provide useful insights for EAC member states, the EAC experience could in turn also offer lessons for the European Union. Here, Sylvia Bergh investigates the dynamics of popular participation and local governance, testing the extent to which the current structure builds local capacity, or whether it is, in fact, a tool for 'soft' state control. She narrates the realities of local administration and civil society to shed critical light on questions of democratic transition in North Africa. Her assessment of decentralisation and participatory development projects in rural Morocco, and the legal and policy frameworks in which they operate, leads to the conclusion that they have generally not yet led to an expansion of a civil society able to build local capacity or enhance bottom-up empowerment.
