De part et d’autre de la Méditerranée, des voix s’élèvent pour montrer qu’au-delà des formules de politesse et convenances diplomatiques qui sortent des sommets, la mise en œuvre du partenariat laisse apparaître de nombreux malentendus sur des sujets stratégiques, des frustrations nées des comportements des uns et des autres, et même des rancœurs. Les contours de ce partenariat doivent changer radicalement. En Afrique comme en Europe, il est désormais admis que ce partenariat construit sur les ruines de la domination coloniale et des relations d’interdépendance asymétriques postcoloniales a échoué. Jusqu’ici, Bruxelles n’a pas encore fait preuve d’une grande imagination pour proposer une solution de remplacement appropriée. Addis Abeba n’a pas eu, non plus, plus de poigne pour imposer les ruptures nécessaires. Le renouvellement de la coopération Afrique-Europe passe par la construction d’un nouveau narratif et par des changements profonds dans les comportements, les objectifs, les méthodes, les priorités politiques et les stratégies. Ce livre, qui est à la fois une évaluation et un témoignage, indique la voie à suivre.
