Ce titre prend en compte les principales préoccupations du Professeur Georges Walter Ngango au cours des années qui ont précédé sa disparition i.e., la place et le rôle de l'Afrique dans la mondialisation, les voies pour le continent d'en tirer quelque bénéfice pour un développement durable, et, enfin, les menaces d'exclusion susceptibles d'entraîner la marginalisation non seulement des individus, mais aussi des Etats. En filigrane de ces préoccupations, se retrouvent une analyse des conséquences des réformes économiques et l'examen des sources de la croissance, en général, et de l'investissement, en particulier, qu'il soit le fait des acteurs publics ou des acteurs privés.

Book excerpt: Andreas Wimmer argues that nationalist and ethnic politics have shaped modern societies to a far greater extent than has been acknowledged by social scientists. The modern state governs in the name of a people defined in ethnic and national terms. Democratic participation, equality before the law and protection from arbitrary violence were offered only to the ethnic group in a privileged relationship with the emerging nation-state. Depending on circumstances, the dynamics of exclusion took on different forms. Where nation building was successful , immigrants and ethnic minorities are excluded from full participation; they risk being targets of xenophobia and racism. In weaker states, political closure proceeded along ethnic, rather than national lines and leads to corresponding forms of conflict and violence. In chapters on Mexico, Iraq and Switzerland, Wimmer provides extended case studies that support and contextualise this argument.

Book excerpt: Analecta Bruxellensia has been since 1996 the annual review of the Protestant Faculties of Theology and Religious Studies (FUTP (French) and FPTR (Dutch)) in Brussels. Analecta 21 is a varied number. Three themes are developed covering exegetical, historical, sociological, theological and philosophical fields. The first explores hermeneutics related to the understanding and assimilation of the biblical text; the second addresses the weight of ideology in the construction of narratives invoked in the representation of the Other; the third pursues this theme of encounter and otherness in various historical perspectives. From a queer exegesis of the narrative of Acts 8 to the question of the extent of Christ's salvation in the hypothesis of inhabited worlds in science fiction literature, the eclecticism of these academic contributions, as well as their relevance to contemporary debates, promise the reader multiple changes of scenery and genuinely new thinking. This issue also includes a previously unpublished contribution by Paul Ricur, a restitution of a three-speaker conference given in January 2000 on the theme of justice between ethics and law.

The purpose of this book is to address the fuzzy areas between Us and Them through the study of European belonging as it is represented in the French elite daily, Le Monde. Corpora collected from 2014 to 2017 are used for case studies in the framework of Discourse Analysis to look at the use of “Europe” in headlines, and the representation of the United Kingdom, Poland, Hungary, Romania, Ukraine, Belarus, and Turkey. The combination of these case studies allows to present a conceptual framework for the representation of Europe by Le Monde. However, beyond the study of what belonging to Europe means for Le Monde, this book is about the legitimacy of being “in-between”, i.e. belonging neither totally to Us nor to Them.

Many returned home with stories of distant lands and at least some of the objects they collected during their journeys. And those who did not travel eagerly acquired wondrous materials that arrived from faraway places. Objects traveled various routes—personal, imperial, missionary, or trade—and moved not only across space but also across cultures. Histories of the early modern global culture of collecting have focused for the most part on European Wunderkammern, or "cabinets of curiosities." But the passion for acquiring unfamiliar items rippled across many lands. The court in Java marveled at, collected, and displayed myriad goods brought through its halls. African princes traded captured members of other African groups so they could get the newest kinds of cloth produced in Europe. Native Americans sought colored glass beads made in Europe, often trading them to other indigenous groups. Items changed hands and crossed cultural boundaries frequently, often gaining new and valuable meanings in the process. An object that might have seemed mundane in some cultures could become a target of veneration in another. The fourteen essays in Collecting Across Cultures represent work by an international group of historians, art historians, and historians of science. Each author explores a specific aspect of the cross-cultural history of collecting and display from the dawn of the sixteenth century to the early decades of the nineteenth century. As the essays attest, an examination of early modern collecting in cross-cultural contexts sheds light on the creative and complicated ways in which objects in collections served to create knowledge—some factual, some fictional—about distant peoples in an increasingly transnational world.

The First World War and the revolutionary wave it provoked in Russia and elsewhere were powerful inspirations for the founding of the ILO. There was a growing understanding that social justice, in particular by improving labour conditions, was an essential precondition for universal peace. Since then, the ILO has seen successes and set-backs; it has been ridiculed and praised. Much has been written about the ILO; there are semi-official histories and some critical studies on the organization's history have recently been published. Yet, further source-based critical and comprehensive analyses of the organization's origins and development are still lacking. The present collection of eighteen essays is an attempt to change this unsatisfactory situation by complementing those histories that already exist, exploring new topics, and offering new perspectives. It is guided by the observation that the ILO's history is not primarily about «elaborating beautiful texts and collecting impressive instruments for ratification» but about effecting «real change and more happiness in peoples' lives».

As the oldest organisation in the UN system, approaching its 100th anniversary in 2019, the ILO faces unprecedented strains and challenges. Since before the financial crisis, the global economy has tested the limits of a regulatory regime which was conceived in 1919. The organisation's founders only entrusted it with balancing social progress with the constraints of an interconnected open economy, but gambled almost entirely on tools of persuasion to ensure that this would happen. Whether that gamble is still capable of paying-off is the subject of this book, by a former ILO insider with an unrivalled knowledge of its work. The book forms part of a broader inquiry into the relevance of founding institutional principles to today's context, and strives to show that the bet made on persuasion may yet pay off. In part, the text argues that there may be little alternative anyway, showing that the pathways to more binding solutions are fraught with difficulty. It also shows the ILO's considerable future potential for promoting effective, universal regulations by extending its tools of persuasion in as yet insufficiently explored directions. Starting with an examination of how the organisation's institutional context differs from 93 years ago, the author goes on to evaluate the prospects of numerous proposals put forward today, including the trade/labour linkage, but going beyond this. As a case study in how strategic choices can be made under legal, social and institutional constraints, the book should be valuable not only to those with an interest in the ILO, but to anyone who studies international organisation, labour law, law and society or political economy.
