The book argues that the Korean banking system, characterised as a `governmental control system' for credit allocation, should be removed from undue governmental and political interference, thus allowing the involvement of banks in commercially oriented practices without exposure to the significant risks incurred by governmental policy directed lending. The author calls for a high degree of transparency and accountability, for a clear, realistic timetable for restructuring, and for an effective exit policy for troubled commercial banks. This book will be of value to practitioners, researchers and academics working in the field of banking law, particularly those with a special interest in the Asia-Pacific region.

Around the world, countries that once promoted more government involvement in irrigation management are adopting new policies that do just the opposite, creating incentives for farmers to take over the management of operations and maintenance, while government agencies focus on improving the management of water at the main system level. Is this just another management fad; or will the pendulum that is now swinging toward greater management control by farmers soon swing back the other way, toward greater state control? This volume reports on four countries where the state's role in irrigation management has undergone fundamental change and where the result has been a much greater management role for farmers. These studies address the political antecedents of participatory irrigation management (PIM) policies, the process of implementing the policies, and the second-generation challenges of sustaining PIM. Book excerpt: Since the financial crisis in 1997-98, Korea has made major progress in financial, and corporate sector reform - the supervisory and regulatory regime for the financial sector has been substantially strengthened, and recent reforms helped achieve a high degree of observance of international standards, and codes. Moreover, significant consolidation in the banking system took place, with banks becoming more profit oriented, and their operations streamlined. The impressive macroeconomic performance led to strong real growth, low inflation, and growing official foreign reserves, facilitating the improvement of measured financial sector soundness. However, important reform measures were delayed, e.g., addressing issues in the areas of insurance and securities, adopting the insolvency framework, and in the completion of corporate restructuring, reforms crucial to prevent an economic downturn. Despite progress in prudential supervision, concerns remain on the regulator's ability to supervise risks, and, information and monitoring of connected lending and cross ownership in the financial crisis, also remain issues of concern. Key recommendations suggest that steps should be taken to reassure markets that the independence of the regulator is important; that measures to strengthen provisioning for household lending are welcome; that a full examination of the Korea Development Bank should be conducted, including a review of the derivatives-related accounting systems, complemented by a targeted external audit of the bank; a continued pension reform is urgent given the rapidly aging population; and, particularly worrisome is the seemingly inadequate supervision of the problems arising from non-bank deposits taking institutions' face soundness, where tighter supervision of securities is warranted. Similarly, corporate governance and disclosure need further steps, aligning accounting and auditing reforms with evolving internal best practices.

During these three periods, in theory, two financial systems were applied into the Korea's financial sector: the relationship-based (or state-led) system (from 1960s to late 1980s) and the market-based system (after late 1980s till now). But in fact, due to the differences in applying the market style into Korea, we can see in the second system's time, there was obviously two periods, the period of 'gradualism' and the period of 'Big Bang' with the turning point is in 1997. Therefore, it is better to define the history of Korea's financial development into three periods. The first period started from early 1960s (after the military coup which brought Park Chung Hee to the position of President) to the late 1980s, in which Korea's economy was under the relationship-based system; the second period lasted from late 1980s to 1997 when the financial crisis occurred due to wrong policies under 'gradualism' and bad effects of the first period; and the last period started from 1997 up to now when Korea take 'Big Bang' approach to cure its illness after the failure in 1997. Researching the evolution of Korea's financial system during the three periods as a whole process is important to collect experiences for under-developing country such as Vietnam to improve its financial system. Even though the conditions of Vietnam and Korea are different, but still, the logic behind each policy that the Korean government used in the past will be a big help to Vietnam as well as finding out the reasons of the failures that Korea did not avoid.

The political economy of financial booms and busts remains both under-emphasized and limited to isolated episodes. This paper examines the political economy of financial policy during ten of the most infamous financial booms and busts since the 18th century, and presents consistent evidence of pro-cyclical regulatory policies by governments. Financial booms, and risk-taking during these episodes, were often amplified by political regulatory stimuli, credit subsidies, and an increasing light-touch approach to financial supervision. The regulatory backlash that ensues from financial crises can only be understood in the context of the deep political ramifications of these crises. Post-crisis regulations do not always survive the following boom. The interplay between politics and financial policy over these cycles deserves further attention. History suggests that politics can be the undoing of macro-prudential regulations.
