Book excerpt: This publication contains a selection of papers presented at a conference discussing fundamental issues in the economics of transition, aspects of liberalization/privatization/stabilization and the experience of selected countries. The sessions lead to a number of hypotheses:- There is a need to analyze historical and economic aspects of phases of relative success of the socialist system of central planning- Next to the important role of distribution of personal incomes and wealth for the success of the transformation process, the question of "optimal change of personal income and wealth distribution" during the process of transformation has to be raised.- In assessing the costs and benefits of reform policies, any methodological approach should take into account an intertemporal perspective- How much does the EU continue protectionism against countries which will not become its members in the near future?- The role of the institutional environment shall not be neglected when analyzing the process of transition: financial markets e. g. are of great relevance for sound development.- An early status of independence for the central bank from public finance obligations appears to help to eliminate the monetary overhang.- A quick, almost instant liberalization strategy (countries of Central and Eastern Europe) seems to be more successful than gradual liberalization (Russia, Ukraine, Belarus) along with interventionism of trade policy.

Book excerpt: The theory of capitalism and of the economic order is the central topic of the German economic tradition in the 20th century. Capitalism has not only been the topic for Marxist economics and for the Frankfurt School but also for the Historical School and for the postmarxist theory of capitalism in Ordo- and Neo-Liberalism as well as in Solidarism. The question of the foundations of the economic order of the market economy and of capitalism as well as the problem whether a third path between capitalism and social ism is possible occupied this tradition from the Historical School to Ordo Liberalism and the theory of the social market economy. The theory of capitalism and of the social market economy as well as the critique and reform developed in this theoretical tradition is important for the theory of economic systems as well as for today's problems of the eco nomic order. Its relevance for the present world economy is visible in the discussions whether there exist different models of capitalism and whether they can be described as the Anglo-American and as the Rhenish model of capitalism influenced by the thought of the German economic tradition. Michel Albert, the author of this classification, gave the key-word in his book Capitalism against Capitalism. The papers of this book can help to clarify this debate by giving a first hand introduction to some of the main economic thinkers of capitalism.

Wissenschaftliche Tagung im Mai 1998 dem Thema "Funktionsbedingungen der Währungsunion" gewidmet.Wissenschaftler aus den Mitgliedsinstituten der ARGE haben in vier Foren Thesen über mögliche Auswirkungen der Einführung einer gemeinsamen Währung präsentiert:- Im Mittelpunkt des Forums "Euro und Finanzmärkte" stand die Frage, ob und in welcher Weise die Einführung der gemeinsamen Währung die Kapitalströme innerhalb Europas und jene zwischen Europa und Drittländern beeinflussen werde.- Unter dem Titel "Finanzpolitik in der EWWU" wurden Optionen der künftigen Aufgaben- und Ausgabenverteilung im vereinten Europa vorgestellt.- Ein weiteres Forum beschäftigte sich mit den "Konsequenzen für Wachstum und Strukturwandel" - insbesondere mit der Frage, ob es trotz hoher Transaktionskosten und Informationsmängeln - zu einem institutionellen Wettbewerb kommen werde.- Im Forum "Lohnpolitik und Beschäftigung" wurde schließlich die Frage diskutiert, woran sich die Löhne in den einzelnen Mitgliedsländern der Währungsunion orientieren sollten.Die anläßlich der Tagung gehaltenen Referate und Korreferate werden im Heft 47 der Beihefte der Konjunkturpolitik einer breiteren Öffentlichkeit zugänglich gemacht.

If managers rely on a forecast with a long-term perspective to guide them in making short-term decisions, planning deficiencies will likely result. Likewise, if managers use short-term forecasts to inform their long-term strategic vision, failure could easily ensue. Graf provides the tools necessary to sidestep the common pitfall of using the wrong forecasting technique for the wrong purpose. This is not a detailed examination of the mathematical and statistical tools of empirical economic research. Instead, forecasting methods are explained so that they can be understood by the managers who employ them in their decision making. Graf demonstrates that understanding and—in special cases—cooperation between forecast developers and users is crucial to creating an effective forecast that results in informed management decisions. He discusses traditional, long-term, macroeconomic, and global economic forecasting; the scenario technique as a central instrument of long-term forecasting; and short-term economic and market forecasting.
