Book excerpt: Japan's policymaking strategy in foreign and defense affairs changed dramatically in 2001 after Prime Minister Junichiro Koizumi took the helm of the long-ruling Liberal Democratic Party. Following a series of bland and short-lived prime ministers, Koizumi's infusion of fresh energy into a tired and opaque party has been compared with Tony Blair's successful revamping of New Labour in the U.K. Koizumi, however, had a weak power base in the party and limited diplomatic experience. How, then, was he able to exercise leadership? Tomohito Shinoda analyzes the prime minister's role in policymaking, focusing on the assistance he receives from the Kantei, or Cabinet Secretariat, the Japanese equivalent of the American president's White House cabinet. Since 2001, the Japanese government's center of gravity for foreign policy has shifted from the traditionally dominant Ministry of Foreign Affairs to the Kantei, which allowed Koizumi to exercise a top-down style of decision-making. Through case studies and personal interviews with former prime ministers and cabinet secretaries, Shinoda looks at how Koizumi's new system operates on a practical level - how, for example, major post-2001 anti-terrorism legislation has been initiated and prepared by the Kantei-and compares its successes and failures with those of the U.S. system. Book excerpt: The purpose of this book is to illuminate the changing nature of contemporary Japan by decoding a range of political, economic and social boundaries, with a focus on the period following the inauguration of Prime Minister Koizumi Junichirō’s administration (2001—6). A rapid turnover of prime ministers followed Koizumi—Abe Shinzō (2006--7), Fukuda Yasuo (2007--8) and Asō Tarō (2008—)—but the transformation set in motion through his promotion of a more proactive role for Japan internationally, and the implementation of ‘structural reforms’ domestically, set the direction for future administrations. The central argument of the book is that, in order to achieve the twin goals of greater international proactivity and domestic reform, the government and other actors supporting the new direction for Japan pushed forward by the Koizumi administration needed to take action in order to destabilize and reformulate a range of extant boundaries. This task was achieved by deploying material as well as normative resources, including the production of new discourses about the way these resources should be deployed.

Certainly, many recent prime ministers have demonstrated powerful leadership, notably Junichiro Koizumi and Shinzo Abe. While the phenomenon of presidentialization has been much discussed for years, the Japanese case has not received much attention in the English language. Iwasaki analyses the state of Japanese politics using the established analytical framework of presidentialization – looking at leadership power resources, leadership autonomy, and the personalization of the electoral process – and assesses the factors that have been claimed to lead to similar changes in other countries. He argues that there are also unique variables that contribute to the presidentialization of Japanese politics. Most notably, the introduction of public subsidies to political parties and electoral reform in 1994. A valuable contribution to the global scholarship on presidentialization, which will be of particular interest to scholars of Japanese politics.
