Book excerpt: The litany of alarming observations about water use and misuse is now familiar—over a billion people without access to safe drinking water; almost every major river dammed and diverted; increasing conflicts over the delivery of water in urban areas; continuing threats to water quality from agricultural inputs and industrial wastes; and the increasing variability of climate, including threats of severe droughts and flooding across locales and regions. These issues present tremendous challenges for water governance. This book focuses on three major concepts and approaches that have gained currency in policy and governance circles, both globally and regionally—scarcity and crisis, marketization and privatization, and participation. It provides a historical and contextual overview of each of these ideas as they have emerged in global and regional policy and governance circles and pairs these with in-depth case studies that examine manifestations and contestations of water governance internationally. The book interrogates ideas of water crisis and scarcity in the context of bio-physical, political, social and environmental landscapes to better understand how ideas and practices linked to scarcity and crisis take hold, and become entrenched in policy and practice. The book also investigates ideas of marketization and privatization, increasingly prominent features of water governance throughout the global South, with particular attention to the varied implementation and effects of these governance practices. The final section of the volume analyzes participatory water governance, querying the disconnects between global discourses and local realities, particularly as they intersect with the other themes of interest to the volume. Book excerpt: The confluence of global climate change, growing levels of energy consumption and rapid urbanization has led the international policy community to regard urban responses to climate change as ‘an urgent agenda’ (World Bank 2010). The contribution of cities to rising levels of greenhouse gas emissions coupled with concerns about the vulnerability of urban places and communities to the impacts of climate change have led to a relatively recent and rapidly proliferating interest amongst both academic and policy communities in how cities might be able to respond to mitigation and adaptation. Attention has focused on the potential for municipal authorities to develop policy and plans that can address these twin issues, and the challenges of capacity, resource and politics that have been encountered. While this literature has captured some of the essential means through which the urban response to climate change is being forged, is that it has failed to take account of the multiple sites and spaces of climate change response that are emerging in cities ‘off-plan’. An Urban Politics of Climate Change provides the first account of urban responses to climate change that moves beyond the boundary of municipal institutions to critically examine the governing of climate change in the city as a matter of both public and private authority, and to engage with the ways in which this is bound up with the politics and practices of urban infrastructure. The book draws on cases from multiple cities in both developed and emerging economies to providing new insight into the potential and limitations of urban responses to climate change, as well as new conceptual direction for our understanding of the politics of environmental governance.

These seem to indicate that the development trajectories followed by African nations since post-independence may not be able to deliver on the aspirations of broad based human development and prosperity for all. This report, therefore, argues for a bold re-imagining of prevailing models in order to steer the ongoing transitions towards greater sustainability based on a thorough review of all available options. That is especially the case since the already daunting urban challenges in Africa are now being exacerbated by the new vulnerabilities and threats associated with climate and environmental change.

Stunting persists through a lifetime and beyond—underweight mothers are more likely to give birth to underweight children, perpetuating undernutrition across generations. Undernutrition reduces global gross domestic product by US$1.4–$2.1 trillion a year—the size of the total economy of Africa south of the Sahara.
