The key element in these systems is gathering the knowledge. The purpose of this study was to establish procedures for gathering this knowledge in Air Force Civil Engineering. As a test of the procedures, an expert system was created to solve two common semistructured decisions in civil engineering operations. These two decisions involved approving or disapproving a work request, and then determining the appropriate method of accomplishing approved work. The primary emphasis of the study was on developing and exercising a specific methodology for extracting the knowledge. Several journals and periodicals were reviewed to determine what makes up an expert system and how a knowledge base is developed. The methodology of knowledge acquisition involved five general steps. The steps included knowledge familiarization, expert selection, interviewing, knowledge representation, and finally automation. Each step is clearly defined in this thesis. The knowledge base was automated using the expert shell VP-Expert by Paperback Software. The knowledge acquisition steps used in this research and the automated knowledge base are launching platforms for future research involving expert systems in Air Force Civil Engineering. As budget cuts continue into the future, Air Force Civil Engineering will be increasingly concerned with its productivity and effectiveness. This thesis searched for Air Force Civil Engineering expert system applications using a preliminary selection criteria to discern the knowledge areas having expert system potential. Interviews were conducted with experienced civil engineers to gather the ideas. The primary objective of this thesis was to develop a preliminary selection criteria. Donald Waterman's selection criteria was used as the basis. The questions within the selection criteria were reordered with the most discriminating questions first, to eliminate unfruitful ideas quickly. Other discriminating questions were added to the selection criteria as necessary for clarification and amplification. Eight experienced civil engineers were interviewed during two rounds of questioning. The first round of interviews solicited and screened ideas, using the preliminary selection criteria. The first round generated twenty-one ideas, which were combined into fifteen proposals. In the second round, interviewees selected proposals having the greatest potential benefit to Air Force Civil Engineering in order. Five proposals emerged from the second round of interviewing: Job Order/Work Order Management, Design Schedule Management, Beddown of New Aircraft Systems, Facility Constraints on New Aircraft Designs, and Force Development/Force Structure. Book excerpt: This investigation identified the decisions and the decision-making styles of the primary managers in Air Force Civil Engineering's Operations Branch. The managers considered were the Chief of Operations and the Chief of Resources and Requirements. Included with this investigation is a discussion of the implications that decisions and decision-making style has for a Decision Support System. The decisions were identified through the Crawford Slip Method and then categorized by decision type. The decision-making style was defined by the Jungian typology as measured by the Meyers-Briggs Type Indicator. The results determined that the types of decisions in the Operations Branch warrant the support of a Decision Support System. The results also indicated that the managers in the Operations Branch had predictable tendencies towards particular decision-making styles.

Owning the technical baseline is a critical component of the Air Force's ability to regain and maintain acquisition excellence. Owning the technical baseline allows the government acquisition team to manage and respond knowledgeably and effectively to systems development, operations, and execution, thereby avoiding technical and other programmatic barriers to mission success. Additionally, owning the technical baseline ensures that government personnel understand the user requirements, why a particular design and its various features have been selected over competing designs, and what the options are to pursue alternative paths to the final product given unanticipated cost, schedule, and performance challenges. Owning the Technical Baseline for Acquisition Programs in the U.S. Air Force discusses the strategic value to the Air Force of owning the technical baseline and the risk of not owning it and highlights key aspects of how agencies other than the Air Force own the technical baseline for their acquisition programs. This report identifies specific barriers to owning the technical baseline for the Air Force and makes recommendations to help guide the Air Force in overcoming those barriers.
