The division is vital to understanding the age and the transformations it would experience. Yet Kronenberger does not ignore the more traditional historical landmarks. Kroenberger treats the characters of the leading political actors: Walpole, Bolingbroke, Burke, Fox, and Pitt, while providing the reader with a sweeping account of the formation of political parties and constitutional shifts of power between the monarchy and parliament. Students of the period who despair at its political complexities will fi nd much to appreciate in Kronenberger's condensed and easy to understand formulations. As for philosophy, Kronenberger refers to thinkers and ideas as they influence English life; especially Locke and Hume. Their ideas and reputations are explained as part of the character of society. The same is true for economics. More attention is given to the social gains of middle-class shopkeepers and the eighteenth-century zeal for stock speculation than to formal schools of thought. Especially notable is Kronenberger's treatment of both the arts and the artists of the eighteenth century-theatre, opera, music, literature, architecture, and painting.

When the Communists seized China, the American Department of State, which was planning to recognize them, left its entire diplomatic establishment in place. At the time, I was a Vice Consul in Tientsin, so I found myself living under the Communists. While the Department of State was planning on recognizing the Communists, the Communist plans were obscure. In any event, they weren't going to recognize us in the Consulate General until formal relations were established between the two governments, so I had a great deal of leisure. As a man who then intended to spend his life as a political officer in the Department of State, I decided to fill in this time by reading political science. I rapidly realized, not only that the work was rather unsatisfactory from a scientific standpoint, but also that it didn't seem to have very much relevance to the Communist government under which I was then living. ! I was unable to solve the problem at the time, and after a number of vicissitudes which included service in Hong Kong and South Korea, neither of which was really a model of democracy, I resigned and switched over to an academic career primarily concerned with that mixture of economics and political science which we call Public Choice. Most of my work in Public Choice has dealt with democratic governments.

But few Americans recognize how profoundly the nature of rights has changed over the past three hundred years. In The Nature of Rights at the American Founding and Beyond, Barry Alan Shain gathers together essays by some of the leading scholars in American constitutional law and history to examine the nature of rights claims in eighteenth-century America and how they differed, if at all, from today’s understandings. Was America at its founding predominantly individualistic or, in some important way, communal? Similarly, which understanding of rights was of greater centrality: the historical "rights of Englishmen" or abstract natural rights? And who enjoyed these rights, however understood? Everyone? Or only economically privileged and militarily responsible male heads of households? The contributors also consider how such concepts of rights have continued to shape and reshape the American experience of political liberty to this day. Beginning with the arresting transformation in the grounding of rights prompted by the American War of Independence, the volume moves through what the contributors describe as the "Founders’ Bill of Rights" to the "second" Bill of Rights that coincided with the Civil War, and ends with the language of rights erupting from the horrors of the Second World War and its aftermath in the Cold War. By asking what kind of nation the founding generation left us, or intended to leave us, the contributors are then able to compare that nation to the nation we have become.
