Book excerpt: This book deals with slums as a specific question and a central focus in urban planning. It radically reverses the official version of the history of world cities as narrated during decades: slums are not at the margin of the contemporary process of urbanization; they are an integral part of it. Taking slums as its central focus and regarding them as symptomatic of the ongoing transformations of the city, the book moves to the very heart of the problem in urban planning. The book presents 16 case studies that form the basis for a theory of the slum and a concrete development manual for the slum. The interdisciplinary approach to analysing slums presented in this volume enables researchers to look at social and economic dimensions as well as at the constructive and spatial aspects of slums. Both at the scientific and the pedagogical level, it allows one to recognize the efforts of the slum’s residents, key players in the past, and present development of their neighborhoods, and to challenge public and private stakeholders on priorities decided in urban planning, and their mismatches when compared to the findings of experts and the demands of users. Whether one is a planner, an architect, a developer or simply an inhabitant of an emerging city, the presence of slums in one’s environment – at the same time central and nonetheless incongruous – makes a person ask questions. Today, it is out of the question to be satisfied with the assumption of the marginality of slums, or of the incongruous nature of their existence. Slums are now fully part of the urban landscape, contributing to the identity and the urbanism of cities and their stakeholders.

Book excerpt: Growing up and living in Kibera, Kenya, Abdul Kassim was well aware of the disproportionate number of challenges faced by women due to the extreme gender inequalities that persist in the slums. After being raised by his aunts, mother, and grandmother and having a daughter himself, he felt that he needed to make a difference. In 2002, Abdul started a soccer team for girls called Girls Soccer in Kibera (GSK), with the hope of fostering a supportive community and providing emotional and mental support for the young women in the town. The soccer program was a success, but the looming dangers of slum life persisted, and the young women continued to fall victim to the worst kinds of human atrocities. Indeed, it was the unyielding injustice of these conditions that led Abdul to the conclusion that soccer alone was not enough to create the necessary systemic change. In 2006, after much work, the Kibera Girls Soccer Academy (KGSA) was established with their first class of 11 girls and 2 volunteer teachers. Today, KGSA is composed of 20 full-time staff, provides a host of artistic and athletic programs for more than 130 students annually, and continues to expand. By providing academics inside and outside of the classroom along with artistic and athletic opportunities, KGSA inspires the young women of Kibera to become advocates for change within their own communities and for Kenya as a whole. Play Like a Girl tells the KGSA story through Abdul’s voice and vision and the stories of key staff and students. It is written by Ellie Roscher who spent 2 summers doing research at KGSA and several years writing this book.

A new report, ICT for Human Rights, is an effort to contribute to the studies in this field by providing new knowledge and experience of the nexus between protection and promotion of human rights, and the use of ICT. The study has been led by Professor Molly Land at New York Law School and her colleagues. Within the World Bank, Tiago Peixoto from the World Bank Institute (WBI) and Hans-Otto Sano of the Nordic Trust Fund were involved in commissioning the work. A series of consultations were held between the World Bank staff and Professor Land and her colleagues, including other members of the writing team — Patrick Meier, Mark Belinsky and Emily Jacobi. Patrick Boyle, Christoph Doellefeld, Adam Gartenberg, Meredith Hutchison, John Kelly, Joe Raffanello and Carl Zander provided excellent research and drafting assistance. After a review of the draft in May 2012, the final report was presented by Professor Land at a broader World Bank team on July 17th, 2012. The study's co-sponsor ICT4Gov-ODTA project at the WBI has now run for nearly three years, supported by the Nordic Trust Fund and directed by WBI’s Senior Governance Specialist Boris Weber. While most of the work of the project highlighted in this report focuses on country activities in the intersection of governance and human rights, the report opens the space for learning at a general and cross-cutting level, including reports from a number of country case studies in Eastern Africa, in Central America, and globally. Digital technologies and globalization have forced evolutions in how we go about producing and consuming journalism, and these essays empirically and theoretically advance the scholarly conversations about those trends. What does it mean to serve the information needs of a community in a digitized social world where so many of our ties – weak and strong – are at least partially maintained in virtual worlds? With authors and data from all over the world, this work celebrates a fundamental connectedness to citizens and their community and renews the emphasis on home as a mandate for any locally focused news organization. The contributions to this volume explore the "flows" within both digital spaces and geographic places that are an important foreground to any conversation about what is community today. Several terms are coined and explored in the volume, including "geosocial journalism" and "reciprocal journalism" that account for the essentiality of information sharing in global public realms to inspire feelings of community belonging. Other chapters include a review of Patch.com – one of the largest grassroots, digital platforms for journalism – a survey of how Norwegian community media organizations are adapting to digital worlds, how Swedish citizen sites operate, and the ethics of community journalists to advocate for their citizenry regarding digital matters. Venturing towards both optimism and dismay, the collection argues that understandings of communal borders have expanded. So even if journalists cannot reach the current locals (such as in Africa as one chapter relates) or globally transient locals, digital technologies can help relocate fractured community into a less problematic, virtual space. This requires commitment on the part of both journalists and citizens to preserve those connections, utilize those technologies, and exercise those fundamental principles of community journalism that go back more than half a century. Book excerpt: As an ethnic minority the Nubians of Kenya are struggling for equal citizenship by asserting themselves as indigenous and autochthonous to Kibera, one of Nairobi’s most notorious slums. Having settled there after being brought by the British colonial authorities from Sudan as soldiers, this appears a peculiar claim to make. It is a claim that illuminates the hierarchical nature of Kenya’s ethnicised citizenship regime and the multi-faceted nature of citizenship itself. This book explores two kinds of citizenship deficits; those experienced by the Nubians in Kenya and, more centrally, those which represent the limits of citizenship theories. The author argues for an understanding of citizenship as made up of multiple component parts: status, rights and membership, which are often disaggregated through time, across geographic spaces and amongst different people. This departure from a unitary language of citizenship allows a novel analysis of the central role of ethnicity in the recognition of political membership and distribution of political goods in Kenya. Such an analysis generates important insights into the risks and possibilities of a relationship between ethnicity and democracy that is of broad, global relevance.
