Book Emerging Practices in Intergovernmental Functional Assignment

Download or read book Emerging Practices in Intergovernmental Functional Assignment written by Gabriele Ferrazzi and published by Taylor & Francis. This book was released on 2017-06-26 with total page 277 pages. Available in PDF, EPUB and Kindle. Book excerpt: Attaining the benefits of (especially fiscal) decentralization in government remains an enduring challenge, in part because the re-arrangement of public functions across levels of government has often been carried out poorly. This book aims to provide a firmer conceptual basis for the re-arrangement of public functions across levels of government. In doing so, it offers practical advice for policy makers from developing and emerging countries and development cooperation practitioners engaged in such activity. Combining a theoretical approach for inter-governmental functional assignment with an in-depth analysis of real-life country cases where functional assignment (FA) has been supported in the context of international development cooperation, it underscores the common technical and political challenges of FA, and also demonstrates the need to expect and support country made and context-specific solutions to FA processes and results. Examples are drawn from a number of developing/transition countries from the Asia-Pacific region, Africa and the OECD, which outline and suggest advisory approaches, tools, principles and good practices and approaches. This text will be of key interest to scholars, students, policy-makers and practitioners in public policy, decentralization, local governance studies, public administration and development administration/studies. Book Decentralization Local Governance and Localizing the Sustainable Development Goals in Asia and the Pacific

Download or read book Decentralization Local Governance and Localizing the Sustainable Development Goals in Asia and the Pacific written by Bruno Carrasco and published by Taylor & Francis. This book was released on 2022-10-12 with total page 310 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since its adoption in 2015, the 2030 Agenda on Sustainable Development has shaped not only international development cooperation but also the design of national trajectories for social and economic development. In tandem with other global agendas adopted that year (such as the Paris Agreement on Climate Change and UN Habitat’s New Urban Agenda) it remains the global and regional blueprint for sustainable development despite the COVID-19 pandemic. The term "localizing the Sustainable Development Goals (SDGs)" has been used to capture the importance of subnational governments for achieving national SDG agendas. However, there is little deeper analysis of the required nexus between fiscal, political, and legal arrangements for SNGs; their involvement in national policy arenas (which discuss and decide on national SDG strategies); and the need for locally disaggregated data systems on the one hand, and effective SDG localization strategies on the other hand. It is this aspect which the present publication explores in greater detail by using country examples and conceptual analyses. The text will be of interest to policymakers, scholars, students and practitioners in public policy and public administration, decentralization, and sustainable development, with a focus on the Asia and Pacific region. Book Clinical Application of Artificial Intelligence in Emergency and Critical Care Medicine Volume IV

This book was released on 2024-01-23 with total page 192 pages. Available in PDF, EPUB and Kindle. Book excerpt: This Research Topic is the fourth volume of the series Clinical Application of Artificial Intelligence in Emergency and Critical Care Medicine Volume I: Clinical Application of Artificial Intelligence in Emergency and Critical Care Medicine, Volume I Volume II:Clinical Application of Artificial Intelligence in Emergency and Critical Care Medicine, Volume II Volume III:Clinical Application of Artificial Intelligence in Emergency and Critical Care Medicine, Volume III Analytics based on artificial intelligence has greatly advanced scientific research fields like natural language processing and imaging classification. Clinical research has also greatly benefited from artificial intelligence. Emergency and critical care physicians face patients with rapidly changing conditions, which require accurate risk stratification and initiation of rescue therapy. Furthermore, critically ill patients, such as those with sepsis, acute respiratory distress syndrome, and trauma, are comprised of heterogeneous population. The “one-size-fit-all” paradigm may not fit for the management of such heterogeneous patient population. Thus, artificial intelligence can be employed to identify novel subphenotypes of these patients. These sub classifications can provide not only prognostic value for risk stratification but also predictive value for individualized treatment. With the development of transcriptome providing a large amount of information for an individual, artificial intelligence can greatly help to identify useful information from high dimensional data. Altogether, it is of great importance to further utilize artificial intelligence in the management of critically ill patients.

This book was released on 2013-04-04 with total page 122 pages. Available in PDF, EPUB and Kindle. Book excerpt: Britain enjoys a close relationship and has long established ties with Pakistan which has real poverty and serious security problems. But the Committee is concerned that not enough tax is raised in Pakistan to fully finance improvements in the quality of life for poor people. Accordingly, the UK Government is called to: work with other donor countries to encourage joint and concerted efforts to require progress on tax policy and revenue collection within Pakistan; use its influence within the International Monetary Fund to ensure this key institution also presses for urgent reform of Pakistan's tax system; support a nationwide, strategic communication plan within Pakistan to explain the need and benefits of tax policy change and to build domestic political momentum for reform. Furthermore, it is vital for Pakistan, and its relations with external aid donors, that it provides clear evidence that it will own and implement an effective anti-corruption strategy. DFID must likewise set measurable targets against which to measure and confirm positive impacts arising from effective investment in anti-corruption measures. In more detailed comments, the value delivered by the DFID Maternal and New-born Health Programme is acknowledged but scepticism is expressed about recent efforts to 'scale-up' at a provincial level. Closer to home, the Committee also calls on UK DFID to explore innovative ways to work more closely with the UK Pakistani diaspora, to improve their participation in monitoring DFID projects and, where appropriate, to align diaspora funding and remittance flows to Pakistan with DFID supported programmes.

Book Public Health and Disasters

    Book Details:
  • Author : Emily Ying Yang Chan
  • Publisher : Springer Nature
  • Release : 2020-02-24
  • ISBN : 9811509247
  • Pages : 343 pages

Download or read book Public Health and Disasters written by Emily Ying Yang Chan and published by Springer Nature. This book was released on 2020-02-24 with total page 343 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book presents the health emergency and disaster risk management (H-EDRM) research landscape, with examples from Asia. In recent years, the intersection of health and disaster risk reduction (DRR) has emerged as an important interdisciplinary field. In several landmark UN agreements adopted in 2015–2016, including the Sendai Framework for Disaster Risk Reduction 2015–2030, the 2030 Sustainable Development Goals (SDGs), the Paris climate agreement, and the New Urban Agenda (Habitat III), health is acknowledged as an inevitable outcome and a natural goal of disaster risk reduction, and the cross-over of the two fields is essential for the successful implementation of the Sendai Framework. H-EDRM has emerged as an umbrella field that encompasses emergency and disaster medicine, DRR, humanitarian response, community health resilience, and health system resilience. However, this fragmented, nascent field has yet to be developed into a coherent discipline. Key challenges include redundant research, lack of a strategic research agenda, limited development of multisectoral and interdisciplinary approaches, deficiencies in the science–policy–practice nexus, absence of standardized terminology, and insufficient coordination among stakeholders. This book provides a timely and invaluable resource for undergraduate and postgraduate students, researchers, scholars, and frontline practitioners as well as policymakers from across the component domains of H-EDRM.
