But this pioneering energy transition has been plagued with problems. In Energy and Power, Stephen G. Gross explains the deeper origins of the Energiewende--Germany's transition to green energy--and offers the first comprehensive history of German energy and climate policy from World War II to the present. The book follows the Federal Republic as it passed through five energy transitions from the dramatic shift to oil that nearly wiped out the nation's hard coal sector, to the oil shocks and the rise of the Green movement in the 1970s and 1980s, the co-creation of a natural gas infrastructure with Russia, and the transition to renewable power today. He shows how debates over energy profoundly shaped the course of German history and influenced the landmark developments that define modern Europe. As Gross argues, the intense and early politicization of energy led the Federal Republic to diverge from the United States and rethink its fossil economy well before global warming became a public issue, building a green energy system in the name of many social goals. Yet Germany's experience also illustrates the difficulty, the political battles, and the unintended consequences that surround energy transitions. By combining economy theory with a study of interest groups, ideas, and political mobilization, Energy and Power offers a novel explanation for why energy transitions happen. The comparative analytical perspective draws on the interplay between voters' attitudes, challenging movements, party competition, and coalition formation. Spanning more than 60 years and 16 countries, the researchers examine the underlying causal processes leading to the observed varieties of Western European nuclear energy policies. Based on a mixed methods approach using both structured case studies as well as quantitative analyses, the study shows that the nature of party competition under given institutional contexts is a key-driver for, as a rule, tactically motivated governmental policy changes and stability, respectively. Part I introduces the practical and theoretical relevance of the topic. It outlines the reasoning of the major scientific contributions with regard to nuclear energy policies, and offers a theoretical alternative to the previous literatures that has been predominantly movements-oriented. Additionally, it provides core economic and political indicators of the changing role of nuclear energy in the countries. Part II consists of seven in-depth case studies where the outlined theoretical perspective is applied. Part III consists of a general summary, short narratives of the countries not covered in case studies, qualitative comparison and an assessment of the factors for policy change from multivariate analysis.

In this volume, we return to our customary format as a selection of topics of current interest, authored by those working in the field. These topics range from the theoretical underpinnings of the (linear) Boltzmann transport equation to a resume of our ex pectations in what still may be thought of as twenty-first century technology, the world's fusion reactor program. In the first article of this volume, we have Protopop escu's analysis of the structure of the Boltzmann equation and its solutions for energy and space-dependent problems of an eigenvalue nature. There long has been a curious "folk history" effect in this area~ Wigner and Weinberg could de scribe it as "what was generally known was generally untrue". This account of the Boltzmann equation surely will show that a rigorous basis for our expectations of certain solutions can be well-founded on analysis. Ely Gelbard's review of the methods of determining diffusion-type parameters in complex geometries where simple diffusion theory would be welcome has required just as much rigor to determine how such modeling can be made accurate, although to a more immediate and practical purpose. The two articles can be seen as interesting contrasts, facets of the same underlying problem showing apparently different aspects of the same central core.

Drawing upon the philosophical and social-theoretical insights of American pragmatism, The Politics of Nuclear Non-Proliferation provides a theoretically innovative and practically useful framework for the analysis of states’ nuclear proliferation policies. Rather than reccounting a parsimonious, lean account of proliferation, the framework allows for the incorporation of multiple paradigms in order to depict the complex political contestation underlying states’ proliferation decisions. This pragmatist framework of analysis offers ways of overcoming long-standing metatheoretical gridlocks in the IR discipline and encourages scholars to reorient their efforts towards imminent "real-world" challenges. It highlights the emergence of new forms of predictive scientific expertise in this period, and shows how such forms of expertise interacted with political systems of the Cold War world order, as the future became the prism for dealing with post-industrialisation, technoscientific progress, changing social values, Cold War tensions and an emerging Third World. A forgotten problem of cultural history, the future re-emerges in this volume as a fundamentally contested field in which forms of control and central forms of resistance met, as different actors set out to colonise and control and others to liberate. The individual studies of this book show how the West European, African, Romanian and Czechoslovak "long term" was constructed through forms of expertise, computer simulations and models, and they reveal how such constructions both opened up new realities but also imposed limits on possible futures.
