Though it has been trumpeted as a goal for decades, democratic government has never been fully realised, largely as a result of the authoritarian excesses of the Kenyatta, Moi and Kibaki regimes. This uniquely comprehensive study of Kenya's political trajectory shows how the struggle for democracy has been waged in civil society, through opposition parties, and amongst traditionally marginalised groups like women and the young. It also considers the remaining impediments to democratisation, in the form of a powerful police force and damaging structural adjustment policies. Thus, the authors argue, democratisation in Kenya is a laborious and non-linear process. Kenyans' recent electoral successes, the book concludes, have empowered them and reinvigorated the prospects for democracy, heralding a more autonomous and peaceful twenty-first century.

At the dawn of political independence in the late 1950s and early 1960s, many countries in Africa set out with liberal democratic constitutions. However, these were quickly dismantled by civilian regimes that turned their countries into one-party autocracies, or by military coups that set aside the constitutions altogether. The 1990s saw an attempt at reverting to competitive multi-party politics through the so-called second-generation constitutions, but these are again being dismantled by civilian autocracies and military juntas. In this collection, edited by Reginald M. J. The paper is based on the fi of a detailed assessment of Kenya's compliance with standards adopted by African states regarding democracy, elections and popular participation in government. The paper discusses the key issues raised in the main report, and identify the key challenges to popular participation in the governance of the Kenyan society. The discussion notes that the 2010 constitution has addressed some of the obstacles that prevent consolidation of democratic gains. It has established two levels of government: national and county government. It requires that appointments to public office reflect the face of Kenya. County governments are given resources to undertake development in their areas. The powers of the president have also been reduced; the president cannot make appointments without the approval of Parliament. The constitution has secured the independence of the judiciary and Parliament and, therefore, the executive cannot compel them to tend to its interests. To ensure that these gains are not reversed, the paper recommends strong oversight by civil society groups and the Commission for the Implementation of the Constitution (CIC), among others.......
