Book Kentucky s Foster Care System

Download or read book Kentucky s Foster Care System written by and published by . This book was released on 2014 with total page 104 pages. Available in PDF, EPUB and Kindle. Book excerpt: "The Department for Community Based Services (DCBS) administers Kentuckys foster caresystem, which provides out-of-home care to children who have been removed from homebecause of dependency, neglect, or abuse. More than 11,000 children were in the Kentuckyout-of-home care system at some time during 2016, a 15.4 percent increase since 2012. Thenumber of children in out-of-home care who are available for adoption has increased by morethan 17 percent since 2012. Over the past 5 years, only about 44 percent of the children inout-of-home care who are available for adoption have been adopted annually. Statute provides atime frame in which required court proceedings must occur in both out-of-home care andadoption cases, but neither DCBS nor the Administrative Office of the Courts collects sufficientinformation to determine whether cases are handled in a timely manner. Caseloads for Kentuckychild welfare workers exceed national standards and are a major obstacle to providing effectiveservices. High caseloads are worsened by turnover, which occurs because of uncompetitivesalaries, a high-stress work environment, limited career opportunities, and lack of recognition. The report has nine recommendations related to out-of-home care court proceedings, theaccuracy and reporting of child welfare workers caseloads, and the hiring and retention of childwelfare caseworkers." -- Abstract.

Book Fall Or Fly

Download or read book Fall Or Fly written by Wendy Welch and published by . This book was released on 2018 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Chaos. Frustration. Compassion. Desperation. Hope. These are the five words that author Wendy Welch says best summarize the state of foster care in the coalfields of Appalachia. Her assessment is based on interviews with more than sixty social workers, parents, and children who have gone through "the system." The riveting stories in Fall or Fly tell what foster care is like, from the inside out. In depictions of foster care and adoption, stories tend to cluster at the dark or light ends of the spectrum, rather than telling the day-to-day successes and failures of families working to create themselves. Who raises other people's children? Why? What's money got to do with it when the love on offer feels so real? And how does the particular setting of Appalachia--itself so frequently oversimplified or stereotyped--influence the way these questions play out? In Fall or Fly, Welch invites people bound by a code of silence to open up and to share their experiences. Less inspiration than a call to caring awareness, this pioneering work of storytelling journalism explores how love, compassion, money, and fear intermingle in what can only be described as a marketplace for our nation's greatest asset.

Book Success on Their Own Terms

Download or read book Success on Their Own Terms written by Justin Miller and published by . This book was released on 2013 with total page 154 pages. Available in PDF, EPUB and Kindle. Book excerpt: Foster care is a fundamental component of the child welfare system. Traditionally, foster care has been viewed as the primary mechanism for caring for children placed outside of their home, and is considered one of the central intervention strategies for child welfare practitioners. Foster care services are regularly recommended for children who are abused and neglected. In 2011, there were an estimated 401,000 youths in foster care and approximately 646,000 youth were served by the foster care system. Yet, despite the importance of foster care to child welfare, social work literature in general, and child welfare literature specifically, is devoid of a well-defined, conceptual framework for what success in foster care really means, from the perspective of those most impacted: foster youth. This study delineated a conceptual domain for successful foster care, from the perspective of teens in foster care, and explored differences in this conceptualization, based on maltreatment type. Method: This study utilized a sample of youth, currently in foster care in Kentucky and employed a mixed-method approach known as Concept Mapping (CM). CM combines multi-dimensional scaling with hierarchical cluster analyses to form factors relevant to an area of study. This method allowed for foster youth to actively be involved in the study, and is suited to delineate a conceptual framework for defining success in foster care. Results: Data were analyzed utilizing The Concept Systems proprietary software. Results indicate that teens in foster care conceptualize success based on four distinct clusters: Social Work, Foster Parent(s), Foster Agency, and Foster Youth. Further, based on rating analyses, participants in foster care for abuse (to include physical and sexual), did not conceptualize success differently when compared to youth in foster care for neglect. Conclusion: This study revealed that success is a complex, multi-faceted construct. Youth in this study conceptualized success based on a number of distinct deas. Stakeholders involved with foster care research, programming, and policy development must take into account this multi-dimensional conceptualization. Further, this study demonstrated that foster youth are able to take part in research studies, and should be involved in foster care research and programming endeavors.

Book The Life and Songs of Stephen Foster

Download or read book The Life and Songs of Stephen Foster written by JoAnne O'Connell and published by Rowman & Littlefield. This book was released on 2016-09-29 with total page 497 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Life and Songs of Stephen Foster offers an engaging reassessment of the life, politics, and legacy of the misunderstood father of American music. Once revered the world over, Foster’s plantation songs, like “Old Folks at Home” and “My Old Kentucky Home,” fell from grace in the wake of the Civil Rights Movement due to their controversial lyrics. Foster embraced the minstrel tradition for a brief time, refining it and infusing his songs with sympathy for slaves, before abandoning the genre for respectable parlor music. The youngest child in a large family, he grew up in the shadows of a successful older brother and his president brother-in-law, James Buchanan, and walked a fine line between the family’s conservative politics and his own pro-Lincoln sentiments. Foster lived most of his life just outside of industrial, smoke-filled Pittsburgh and wrote songs set in a pastoral South—unsullied by the grime of industry but tarnished by the injustice of slavery. Rather than defining Foster by his now-controversial minstrel songs, JoAnne O’Connell reveals a prolific composer who concealed his true feelings in his lyrics and wrote in diverse styles to satisfy the changing tastes of his generation. In a trenchant reevaluation of his NewYork Bowery years, O’Connell illustrates how Foster purposely abandoned the style for which he was famous to write lighthearted songs for newly popular variety stages and music halls. In the last years of his life, Foster’s new direction in songwriting stood in the vanguard of vaudeville and musical comedy to pave the way for the future of American popular music. His stylistic flexibility in the face of evolving audience preferences not only proves his versatility as a composer but also reveals important changes in the American music and publishing industries. An intimate biography of a complex, controversial, and now neglected composer, The Life and Songs of Stephen Foster is an important story about the father of American music. This invaluable portrait of the political, economic, social, racial, and gender issues of antebellum and Civil War America will appeal to history and music lovers of all generations.
