Book excerpt: The ancient counties surrounding the Weald in the SE corner of England have a strongly marked character of their own that has survived remarkably well in the face of ever-increasing population pressure. The area is, however, comparatively neglected in discussion of Roman Britain, where it is often subsumed into a generalised treatment of the ‘civilian’ part of Britannia that is based largely on other parts of the country. This book aims to redress the balance. Book excerpt: The Water Services Regulation Authority (Ofwat) is the economic regulator of the supply and demand for water in England and Wales. Its broad purpose is to regulate in a way that enables companies to secure sustainable supplies at the lowest cost to the consumer. To achieve this it aims to collect relevant and reliable information to underpin its regulatory decisions, provide incentives for water companies to meet future demands and take appropriate enforcement action if companies do not respond to Ofwat's incentives. This NAO report finds that Ofwat has secured better data on the amount of water leaking from water companies' systems, but calculations of leakage still depend on estimates of consumption, and there is a lack of reliable evidence regarding the results of water efficiency projects that seek to help consumers waste less water. Recommendations include that Ofwat should: assess companies' progress on water efficiency on the basis of the quality of the project, its costs, and the water it saves, as well as the number of consumers reached; and build on its current approach and press for a long term and sustainable approach to leakage management.

It stems from the constructive discussions in a Cross-Party Group on House of Lords Reform, which followed the March 2007 Parliamentary votes on the proposals contained in the February 2007 white paper ("The House of Lords: reform", Cm. 7027, ISBN 9780101702720). The Group reached consensus on a number of key issues, and this paper states where agreement was not reached. The white paper sets the context for decisions on House of Lords reforms and goes on to consider issues around, and options for, electoral systems. The effect of different electoral systems is examined against two scenarios: that the House is either 100 per cent or 80 per cent elected. The paper then looks at the powers of the second chamber. It suggests possible arrangements for any appointed elements, but there are no concrete proposals yet. Finally the white paper addresses other issues around the operation of a reformed second chamber and explores transitional arrangements.
