Book excerpt: During the half century following Malaysian independence in 1957, the country’s National Museum underwent a transformation that involved a shift from serving as a repository for displays of mounted butterflies and stuffed animals and accounts of the colonial experience to an overarching national narrative focused on culture and history. These topics are sensitive and highly disputed in Malaysia, and many of the country’s museums contest the narrative that underlies displays in the National Museum, offering alternative treatments of subjects such as Malaysia's pre-Islamic past, the history and heritage of the Melaka sultanate, memories of the Japanese Occupation, national cultural policy, and cultural differences between the Federation’s constituent states. In Museums, History and Culture in Malaysia, Abu Talib Ahmad examines museum displays throughout the country, and uses textual analysis of museum publications along with interviews with serving and retired museum officers to evaluate changing approaches to exhibits and the tensions that they express, or sometimes create. In addition to the National Museum, he considers museums and memorials in Penang, Kedah, Perak, Selangor, Kuala Lumpur, Sabah, Kelantan and Terengganu, as well as memorials dedicated to national heroes (such as former Prime Ministers Tunku Abdul Rahman and Tun Abdul Razak Hussein, and film and recording artist P. Ramlee). The book offers rich and fascinating insights into differing versions of the country’s character and historical experience, and efforts to reconcile these sometimes disparate accounts.

It is focused on the north-western Malaysian Sultanate of Kedah which is acknowledged as the oldest unbroken independent kingship line in the ‘Malay and Islamic world’ with 1,000 years of history. Little scholarly attention has been paid to its pre-modern history, society, religion, system of government and unique geographic situation, potentially controlling both land and sea lines of communication into the remainder of Southeast Asia. It will thus provide the first comprehensive treatment in English, or other languages, on Kedah’s pre-modern and nineteenth century historiography and can provide a foundation for comparative studies of the various Malay states which is presently lacking. The proposed book also sheds much needed light on a range of important topics in Malay history including: Kedah and the northern Melaka Straits history, colonial expansion and rivalry, Southeast Asian history and politics, interregional migration and the influence of the sea peoples or orang laut, traditional Malay socio-political and economic life, Islamic influences and the course of Thai-Malay relations. The book attempts to offer a new understanding, not only of Kedah, but of the political and cultural development of the entire Malay world and of its relationships with the broader forces in both its continental and maritime settings. It argues that Kedah does not seem to follow, and in fact, often seems to contradict what has been commonly been accepted as the “typical model” of the traditional Malay state. Thus it concludes that the ruling dynasty has historically exploited a wide range of unique environmental conditions, local traditions, global spiritual trends and economic forces to preserve and strengthen its political position.

Book excerpt: In the early twentieth century, social banditry was endemic in the countryside near the border between the northern Malaysian state of Kedah and Siam, and some outlaws became local heroes. Cheah Boon Kheng's account of peasant banditry and the society where it flourished draws on colonial records, literary sources and interviews to examine the circumstances that led the Governor, Sir Laurence Guillemard, to call the border area "one of the most lawless and insecure districts" in British Malaya during the 1920s. Considering banditry from the perspective of the peasant community, Cheah concludes that it grew out of lax government, weak policing, the geography of the border region and underdevelopment, and suggests that bandit heroes might be seen as symbols of rural protest. His discussion of the details of rural life in the early twentieth century and the conditions that underlay rural crime provide a unique social history of rural society in Malaya. This innovative volume broke new ground in Malaysian studies when it first appeared in 1988. This second edition is intended for the work to reach a new audience.

Book excerpt: This study was carried out in Johor and Kedah through a combination of focus groups, formal and informal interviews and long-term ethnographic participant observation. Johor was selected for this study because it is the birthplace and long-time bastion of UMNO while Kedah was of interest because of the Mahathir family legacy in the state. The study shows that the rural vote is not homogeneous; views and perceptions that could lead to electoral action differs between regions, ages and genders. Daily survival and rising costs of living are the key common issues that were raised across all regions. The importance of Malay rights and the priority of Islam are also important to the rural voter. Another common problem mentioned is that of the middleman who prevents allocated funds or financial assistance from reaching the average rural resident. Malay cultural norms, traditional obligations of loyalty and patronage politics are major factors that affect the decisions of older rural voters. Younger voters might be open to the idea of a new government, but they need to overcome community and family pressure to break away from generational practices of voting for Barisan Nasional. Some rural voters feel that they gain no benefits from having either side of the political divide in power. While these voters generally do not see the point of voting, a last-minute decision to vote may go the way of the party that provides them with immediate gains.

Book excerpt: Tracing Malaysia’s political economy since 1800, Abdillah Noh argues that it has been substantially path-dependant based on choices made by the British colonial administration. Focusing mainly on two major groupings in Malaysia’s political economy – the Malays and Chinese Malaysians – Noh demonstrates that British policies engendered two processes. First, a less-than-full-retrenchment of Malay political dominance by preserving Malay de jure power and, second a less-than-full incorporation of new actors in Malaya’s political economy. Such decisions to preserve Malay de jure power alongside half-hearted measures at incorporating non-Malays’ economic and political presence created communities with mutually exclusive institutions that increasingly compete for access to political, social and economic resources. He thus reasons that Malaysia’s state formation - and the consequent consociational logic - is not a contrived act that was hatched at the point of its independence. Rather, it is the result of deep institutional processes that are centred on the idea of path dependence, self- reinforcement mechanism, timing and sequence. A valuable read for scholars of Malaysian history and politics, as well as for scholars of postcolonial state formation and public policy more broadly.
