In the continent, the enthusiasm for the use of indigenous languages and scholarship has remained relatively moderate as scholars are conflicted in their loyalty to imperial languages. The attitude towards the use of African languages by African leaders has also hampered scholars' efforts to create and sustain the needed visibility for African languages around the world. Needless to say, the study of African languages is not only critical to the study of language theories but also important in changing Africa's overwhelming reliance on European languages to communicate with each other. The reliance has not only affected the politics of the continent but also its economic wellbeing. An analysis of the enormous developmental challenges facing the African continent will reveal that many of the economic, social, political and cultural challenges have major language components. It can actually be said that the challenges of development in Africa are either outright language challenges or are language- based. More significantly, at the social level in many parts of the continent, African languages are now perceived as inadequate means of communication. Language Pedagogy and Language Use in Africa discusses the importance of teaching and using of African languages in the African continent and beyond and provides illustrations of both their direct and indirect use a result of historical and contemporary contacts, language planning policies and pedagogical concerns. Based on a combination of archival sources and oral history interviews, this book argues that the significant Chinese presence in Nigeria—Chinese-owned factories, commodities, and entrepreneurs—is not as recent a phenomenon as it might appear. As early as the 1950s, an influential yet understudied group of Chinese entrepreneurs moved to Nigeria, set up factories and gradually came to dominate some of the country’s key manufacturing industries such as textile and enamelware over subsequent decades. Such dominance remained unchallenged until the coming of mainland Chinese traders with their made-in-China goods in the late 1990s, dramatically changing the structure and influential pattern of the Chinese in Nigeria. The research also emphasizes African (Nigerian) agency in shaping this Chinese presence, both economically and culturally. This is a vital read for academics, researchers, and students of African History, African Studies, Chinese Studies, and those who are interested in contemporary issues relating to Africa-China relations.

Book excerpt: Kano is a city where a multi-layered form of community policing was established in the era of the rollback of the state in social provisioning in the midst of ever-increasing armed banditry and crime. Between 1985 and 2005, vigilante groups were established in almost all the neighbourhoods of Kano with the support of the traditional authority and community leaders. However, government interference, political instrumentalisation and inadequate support undermined its critical rote. Part of the rationale for the Police Community Relations Committee (PCRC) in Sabongari lies not in the efficacy of such initiative in reducing the incidence of crime but to confer a sense of identity, control of crime and security. The contradiction in PCRC could be located in the pathological fixation of police on corruption, which alienated and depressed the public from providing valuable information for crime control. The activities of vigilante groups and Hisba have reduced the high rate of juvenile delinquency in metropolitan Kano. The litmus test for Hisba in the implementation of Sharia law would be how it could reconcile the social diversity in a multicultural society such as Kano to ensure security and social harmony. The study concludes that the gap between different forms of vigilante groups, conflicting political motivations and the near discordant relations with the police, produced a dysfunctional mechanism for crime control.
