Book excerpt: Originally published in 1967, Social Policy and the Young Delinquent is an account of a process: of the way in which the treatment of the child delinquent has developed from the days when a boy of nine could be sentenced to be hanged for stealing two penny worth of paint (though the sentence, imposed in 1833, was not actually carried out) to the controversies of the time concerning the desirability of replacing the legalistic and penal framework of the services for young offenders by a service more appropriate to their educational and social needs. Peter Boss deals with the development of policy relating to the young offender with sympathy and clarity. While his own views were progressive, he is at pains to point out the administrative advantages and disadvantages of each of the current proposals, and to leave the reader free to make up their own mind on issues which have no simple and easy solution. Profound changes had taken place in our attitude to delinquent children over the previous hundred years, and, as Boss makes clear, the importance and even the direction of change was not always clearly discernible at the time. Whatever the outcome of the controversy in 1967, this account of a developing process would have been of value in enabling us to stand back and take the long view of the most intractable and important problems of modern urban society.

This Dartington study tries to answer these questions by scrutinising the lives of 204 young people admitted to long-stay secure treatment units. It charts their experiences from their point of entry until two years after they leave. It also looks at equally difficult youngsters whose behaviour is dealt with in other ways. With such a varied group, it is difficult to be categorical about the value of security but, by employing a 'career' perspective that takes account of the interaction between life routes and process, the relationship between young people’s background characteristics, treatment and subsequent experience becomes clear. In fact, the research found considerable predictability amid the apparent chaos, a feature that should help practitioners and managers to fashion more effective approaches.

Book excerpt: Based on some of the most interesting research of the last ten years, this book discusses effective practice in work with persistent young offenders. It contrasts two major evaluations of projects for juvenile offenders, one of which was successful and the other less so. The projects, Freagarrach and CueTen, were funded by The Scottish Office and the Scottish Executive. Freagarrach was evaluated over five years from 1995 and CueTen over three years (its entire lifespan) from 1996. This book makes the findings of these projects available to a wider readership, setting them in a wider discursive framework than is appropriate in a government report. The authors identify the factors that made Freagarrach a more successful project than CueTen, arguing that an understanding of these factors is important in drawing general conclusions from the experience of the two projects, and that this is particularly the case because some of these factors have received little attention in recent discussions of 'what works' in community-based programmes for offenders. This is a detailed and thorough study of work with juvenile offenders, which will be of particular value to those interested in less punitive approaches. It will be of interest both to practitioners and to academics in criminology, social policy and social work.
