Since sudden changes in the price of jute are unanticipated by the individual farmer, they are adversely affected if they produce the same amount of jute each year but suddenly receive lower prices for it. Jute prices are also important factor in Bangladesh's development. If overall production remains stable, but prices suddenly drop, revenue fluctuates. In trying to aid the jute industry, there have been two arguments frequently repeated in Bangladesh. One is that, jute growers need to bring sudden supply shocks to a minimum. The other is that jute growers need to concentrate on developing new markets for jute, so that Polypropylene and other substitutes do not keep eroding the market. The analysis in this paper may help to isolate the more important factors effecting price variations and, therefore, point to which factors need to be concentrated on to reduce price fluctuations in the jute industry.

Book excerpt: Prospects for the world jute industry to the mid 1990's are analyzed to identify trends likely to follow the confusion in the jute market originating from the 1984/85 fibre supply crisis. Jute fibre is used primarily as a textile raw material for making packaging products, carpets, industrial fabrics and twine. Structural changes occurring in the world demand for jute are identified. Prospects for the expansion of jute consumption for packaging uses in developing countries are fairly bright since the scope for early changes to bulk-handling and synthetic substitution are limited. The rapid loss of markets for jute sacks and bags to bulk-handling in the industrial and grain exporting countries during the 1970's has about run its course. The resulting structural shifts in the regional distribution of consumption and changes in the product composition of final demand suggest that the growth in world demand for jute to the mid 1990's should be higher than was attained daring the 1970's and early 80's. It is further argued that due to the high prices of 1984/85 output will increase in the 1985/86 and 1986/87 harvests causing prices to fall and leading to a period of low prices and low output in the late 1980's.

Unless farmers properly take account of the correlation between prices and yields in forming their price forecasts, competitive markets will often be socially inefficient, leading to misallocation of resources. The authors demonstrate that a simple and practical price forecasting rule, based on expected per unit revenue, is generally adequate to ensure efficient market behavior.Time-series data from various countries are used to test the hypothesis that market supply is influenced by the correlation of price and yield as well as by lagged market prices . The importance of market inefficiencies in risky situations is shown to, depend on the variability of yields, the nature of farmers'price forecasting behavior, the degree of private risk aversion,and the elasticity of demand. The authors suggest and evaluate three basic policy approaches governments may take when confronted with very inefficient markets--establishing production quotas, improving market information services, and implementing price stabilization schemes. They conclude by discussing implications of the study for the specification of agricultural supply models and for the economic appraisal of risky investment projects.
