Book excerpt: This book aims to fill a gap in research on women's political representation by developing a multidimensional assessment of female participation in subnational legislatures in a federal political system like Mexico. The Mexican experience in terms of women's political representation at the federal and subnational levels has been very successful, as the reforms created a more robust "gender electoral regime" that promoted an increase in the number of elected female legislators (1987-2021). Still, little is known about the impact of the rise in women's presence in Congresses on other dimensions of political representation, such as symbolic or substantive. Although previous studies on women's political representation in Mexico have yielded exciting conclusions based on empirical evidence and strengthened a theory focused on the analysis of presence, it is still insufficient to explain the other dimensions of representation and the relationship between them. Therefore, this book contributes to the comparative scholarship from the perspective of feminist neo-institutionalism, expanding the understanding of the relationship between women's formal and descriptive representation, the content of legislative work in terms of preferences and interests (substantive representation), and its symbolic effects on women and politics in general (symbolic representation). Women in Mexican Subnational Legislatures: From Descriptive to Substantive Representation will be of interest to political scientists, sociologists, and jurists interested in gender and politics. The book fills a theoretical and empirical gap on the effects of gender parity in the programmatic and symbolic scope of power building. The findings on good practices and challenges are discussed within a broader body of comparative research, providing knowledge to academia, policymakers, and international cooperation agencies about the remaining obstacles to strengthening Latin American democracies and the need to continue exploring the links between subnational politics and democratization of federal political systems.

Book excerpt: Despite democratization at the national level, local political bosses still govern many municipalities in Latin America. Caudillos and clans often use informal political practices—ranging from clientelism and patronage to harassment of political opposition—to control local political dynamics. These arbitrary and, at times, abusive practices pose important challenges to how Latin American democracy works and how power is exercised after the decentralization reforms in the region. These reforms promised to bring the government closer to the people and to promote popular participation. In many cases, these ideals are unmet, and newly empowered local politicians have been able to turn municipalities into personal fiefdoms. This book explores how local caudillos stay in power and why some are more successful than others in retaining office. Tomáš Došek provides an in-depth analysis of six cases from Chile, Paraguay, and Peru to show the strategies that caudillos pursue to secure power and the mistakes they commit that drive them out.

Book excerpt: This publication contains the reports presented at the seminar entitled "Supervising Processes", organised in Madrid on 24 and 25 April 2009 by the European Commission for Democracy through Law (Venice Commission) in co-operation with the Centre for Political and Constitutional Studies (CEPC). This was the first UniDem (Universities for Democracy) seminar which compared the legal situation in Europe with that of the United States and Latin America. The aim of the seminar was to study the ways of making electoral legislation effective. It addressed electoral disputes from a procedural as well as from a substantive point of view. It also demonstrated the different approaches taken in Europe, where disputes are generally dealt with by constitutional or ordinary courts, and Latin America, where specialised courts have been established. The seminar dealt with the role of international judicial instances, such as the European Court of Human Rights and the Inter-American Court of Human Rights, in guaranteeing the quality of the electoral process, as well as with the control of electoral campaign financing.
