Book excerpt: Excerpt from Justice in War Time The following essays, of which all except the last two have appeared in various magazines, were written at different times during the course of the war, and are not perhaps wholly consistent in their expectations as to the future, or in their view as to the attitude of the ordinary citizen towards war. In such matters, the development of events inevitably somewhat modifies first impressions. The view that the bulk of the population is naturally pacific, and is only incited to war by politicians and journalists, is widely held among pacifists, but is vehemently rejected by the more bellicose, who point out that men have an instinct of pugnacity, which demands war from time to time. I think it is true that many men have an instinct towards war, but unless it is roused by its appropriate stimulus it may well remain completely latent. The instinct, and the machinations of warmongers, are both needed to bring about war; if either were coped with, the other would be no longer operative for evil. In the following essays I have dealt sometimes with the one, sometimes with the other; but both are essential factors in the problem, and neither can be neglected by any prudent friend of peace. The first of these essays, which was written before the Bryce Report appeared, deals in part with the question of atrocities. Nothing in that report tends to invalidate the conclusion reached in the article, namely: "No doubt both German and Russian atrocities have occurred. The first is that there are many more men working on contemporary diplomatic history as specialists, uninterested in and unqualified for general ex position of the body of facts as a whole, than there are who are de voting themselves to the task of expounding the significance of the work the specialists are doing or who have talent for this sort of edu cational endeavor. In the second place the writer believes that at the present stage of the work there is more need for popular exposition than there is for esoteric research and he regards himself as relatively better adapted to general synthesis and controversy than to abstruse and detailed research. To effect this mobilization the Congress had to pass a great body of special legislation extending the powers of the Govern ment over these subjects and creating or making pro vision for the creation of a large number of special ser vices through which these powers might be exercised. The present volume has for its purpose to attempt a methodical statement and description of these special war agencies and their operations. It has been neces sary to restrict our attention to those agencies which represent distinct services specially created for the handling of matters connected with the prosecution of the war or the meeting of conditions engendered by the war. Only in an incidental way has an effort been made to consider the work done by the regular Departments and services of the Government. No account is thus given of the activities of the two most important war services of all, the War and Navy Departments.
