Book excerpt: Mikhail Gorbachev's relations with the West have captured the imagination of contemporaries and historians alike, but his vision of Soviet leadership in Asia has received far less attention. The failure of Gorbachev's Asian initiatives has had dramatic consequences, by the late 1980s, the Soviet Union was in full retreat from Asia, and since the Soviet collapse, Russia has been left on the sidelines of the "Pacific century." In this exceptionally wide-ranging and deeply researched book, Sergey Radchenko offers an illuminating account of the end of the Cold War in the East, tracing the death of Soviet ambitions in Asia. Radchenko shows that Gorbachev began with big gestures, of which the most important was his initiative in Vladivostok in July 1986, the opening salvo of the Soviet charm offensive in Asia Pacific. The problem, Radchenko points out, was that no one in Asia bought into Gorbachev's vision. If the Soviets had realized earlier that they needed Asia more than Asia needed them, they might have played a much more important role there. Instead, China was largely misunderstood, early gains in India were squandered, Japan was ignored or condescended to, and the Korean scenario played out in ways most unfavorable to Russia. Twenty-five years provide a sufficient timespan on which to base a retrospective of the book and simultaneously to reflect upon the evolution of the black liberation struggle, more formally called, African American politics. In the present age, there is not much talk about "a black nation," certainly not as was heard during the 1960s and mid-1970s. Yet there is a persistent sense of separateness in that there is constant thought and talk of "Black America" as a significantly separate communal entity. Black Americans are seen as a racially and culturally distinct community holding to social, political, economic interests which have special significance and poignancy for them. Holden's perception of the nature of the times in the early seventies stands in sharp contrast to how contemporary analysts of African American politics tend to perceive the nature of African Americans' role in political life and their position in American society in the present age. In this retrospective, readers have the opportunity to get a sense of what Holden argued of the seven essays that make up his seminal volume and to consider how well Holden's observations have stood the tests of time. In addition to the essays presented at the symposium, which pointedly discuss Holden's work, there are essays dealing with "African American Politics in Constancy and Change," by contributors including Charles Henry, David Covin, Robert C. Smith, Clyde Lusane, Cheryl Miller, D'Linell Finley, and Sekou Franklin, among others. Other features are a highly informative discussion of the Literary Digest magazine's Straw-Vote Presidential Polls, 1916-1936, and a review essay by Peter Ronaye in which he discusses "America as 'New World' Power: U.S. Foreign Policy in the Post-Cold War Era." The volume concludes with fifteen book reviews by knowledgeable scholars. The Politics of the Black "Nation" is a timely, thought-provoking volume. It will be of immense value to ethnic studies specialists, African American studies scholars, political scientists, historians, and sociologists. Georgia A. Persons is professor in the School of Public Policy at the Georgia Institute of Technology and the current editor of the National Political Science Review.

Book excerpt: Scholars studying the causes and consequences of political representation, particularly in terms of gender and race, often turn to a concept called descriptive representation. Descriptive representation tells us the degree to which elected officials resemble their constituents, and whether such a resemblance has a bearing on the way they legislate. In other words, do people vote for candidates of their same racial/ethnic background or gender? If they do, does this affect the type of policies an elected official pursues? Further, if citizens see people who look like them in office, does it have an effect on their political attitudes and participation? In this book, Christopher J. Clark argues that descriptive representation is a more multi-faceted phenomenon than previously shown, particularly when observed at the state level. He contends that black political involvement, political attitudes, and public opinion are contingent on more than being represented by a single black elected official. Rather, they hinge on the proportion of African Americans making up a state legislature--what Clark terms "black seat share"--as well as the degree to which that proportion reflects the demographic makeup of the state. As well, Clark pinpoints the critical mass of African American legislators necessary to initiate the creation of black caucuses, an important institution for minority representation. Clark bases his study on an examination of black representation in state legislatures between 1966 and 2010, looking particularly at black political opinion and involvement in the development of welfare and education policy.
