Emphasis on PSYOP from MACV and the U.S. Mission resulted in the creation of an interagency organization providing direction to the overall PSYOP effort. The military PSYOP force supporting MACV underwent a series of organizational changes over seven years as the force struggled to meet ever-increasing demands, but never reached their full potential in Vietnam. Difficulties in measuring effectiveness combined with a lack of understanding of PSYOP techniques and capabilities more often than not resulted in the relegation of PSYOP to supporting “sideshow” status rather than the full integration into supported unit planning necessary for success. However, the evolution of the PSYOP force and reports from participants provide numerous lessons learned applicable to current operations under the aegis of the Global war on Terrorism.

To the extent that Americans have utilized PSYOP, they have remained wedded to the notion of its use as a tactical offensive weapon meant to instill terror in their enemies. While often successful in the short term for securing defection and surrender, this type of PSYOP does little to win hearts and minds over the long haul. As experience in Vietnam demonstrates, using PSYOP only as a tactical weapon possesses the potential to undermine the nation's position by eroding its credibility. It offers civilian officials and military commanders the means to blur the distinction between information and persuasion in order to achieve immediate and demonstrable results. The use of such tactics by the Joint U.S. Public Affairs Office in Vietnam destroyed trust in the information given even at official press conferences. Enlisted into proxy warfare, this figure is not a friend but a "friendly," a wartime convenience enlisted to serve a superpower. It is through this deeply unequal relation, however, that the Cold War friendly secures her own integrity and insists upon her place in the neocolonial imperium. This study reads a set of highly enterprising wartime subjects who make their way to the US via difficult attachments. American forces ventured into newly postcolonial Korea and Vietnam, both plunged into civil wars, to draw the dividing line of the Cold War. The strange success of containment and militarization in Korea unraveled in Vietnam, but the friendly marks the significant continuity between these hot wars. In both cases, the friendly justified the fight: she was also a political necessity who redeployed cold war alliances, and, remarkably, made her way to America. As subjects in process--and indeed, proto-Americans--these figures are prime literary subjects, whose processes of becoming are on full display in Asian American novels and testimonies of these wars. Literary writings on both of these conflicts are presently burgeoning, and Cold War Friendships performs close analyses of key texts whose stylistic constraints and contradictions--shot through with political and historical nuance--present complex gestures of alliance.
