Transforming the Workforce for Children Birth Through Age 8 explores the science of child development, particularly looking at implications for the professionals who work with children. This report examines the current capacities and practices of the workforce, the settings in which they work, the policies and infrastructure that set qualifications and provide professional learning, and the government agencies and other funders who support and oversee these systems. These detailed recommendations create a blueprint for action that builds on a unifying foundation of child development and early learning, shared knowledge and competencies for care and education professionals, and principles for effective professional learning. It builds on the current literature and oral history to methodologically reaffirm kinships and establish ethnic lineages. Most contemporary Luo narratives come from Kenya and Uganda, in addition to those written by Western anthropologists and missionaries. None of these narratives have changed the content of the oral stories told by Luo groups and subgroups in Africa, especially those related to their lineages, ethnic affiliations, and their path of immigration from South Sudan to Tanzania, but have, instead, confirmed the history, stories, and mythology of the greater Luo groups in Africa. This book will serve to evoke intellectual curiosity among African social scientists, prompting them to conduct more research to further understanding of Luo ethnic groups' ways of life and social interactions, as well as their contributions to the sociopolitical and economic development in the countries and regions they inhabit.

Commercial treaties--negotiated by diplomats and focused on trade--framed the relationships among Tokugawa-Meiji Japan, Qing China, Choson Korea, and Western countries including Britain, France, and the United States. These treaties created a new legal order, very different than the colonial relationships that the West forged with other parts of the globe, which developed in dialogue with local precedents, local understandings of power, and local institutions. They established the rules by which foreign sojourners worked in East Asia, granting them near complete immunity from local laws and jurisdiction. The laws of extraterritoriality looked similar on paper but had very different trajectories in different East Asian countries.Par Cassel's first book explores extraterritoriality and the ways in which Western power operated in Japan and China from the 1820s to the 1920s. In Japan, the treaties established in the 1850s were abolished after drastic regime change a decade later and replaced by European-style reciprocal agreements by the turn of the century. In China, extraterritoriality stood for a hundred years, with treaties governing nearly one hundred treaty ports, extensive Christian missionary activity, foreign controlled railroads and mines, and other foreign interests, and of such complexity that even international lawyers couldn't easily interpret them. Extraterritoriality provided the springboard for foreign domination and has left Asia with a legacy of suspicion towards international law and organizations. The issue of unequal treaties has had a lasting effect on relations between East Asia and the West.Drawing on primary sources in Chinese, Japanese, Manchu, and several European languages, Cassel has written the first book to deal with exterritoriality in Sino-Japanese relations before 1895 and the triangular relationship between China, Japan, and the West. This is the Chinese envoy, Zhou Daguan, who visited Angkor in 1296–97 and wrote A Record of Cambodia: The Land and Its People after his return to China. To this day, Zhou’s description of the royal palace, sacred buildings, women, traders, slaves, hill people, animals, landscapes, and everyday life remains a unique portrait of thirteenth-century Angkor at a time when its splendors were still intact. Very little is known about Zhou Daguan. He was born on or near the southeastern coast of China, and was probably a young man when he traveled to Cambodia by boat. After returning home he faded into obscurity, though he seems to have lived on for several decades. Much of the text of Zhou’s book seems to have been lost over the centuries, but what remains still gives us a lively sense of Zhou the man as well as of Angkor. In this edition, Peter Harris translates Zhou Daguan’s work directly from Chinese to English to be published for the first time. Earlier English versions depended on a French translation done over a century ago, and lost much of the feeling of the original as a result. This entirely new rendering, which draws on a range of available versions of the Zhou text, brings Zhou’s many observations vividly and accurately back to life.
