On May 21, 1921, a group of white Oklahomans attacked the prosperous African American community, called the Greenwood District or "the Black Wall Street" in Tulsa, OK over the alleged assault of a white woman by a black man. 24 hours later more than 800 people were admitted to local hospitals, 10,000 residents were homeless, and 35 city blocks were reduced to rubble. The monetary cost of the riot was later estimated to be 26 million dollars. This report examines the events leading up to the riot, the riot itself, and the consideration of reparations for the victims.

Book excerpt: Among the many groups of Chinese who migrated from their ancestral homeland in the nineteenth century, none found a more favorable situation that those who came to Hawaii. Coming from South China, largely as laborers for sugar plantations and Chinese rice plantations but also as independent merchants and craftsmen, they arrived at a time when the tiny Polynesian kingdom was being drawn into an international economic, political, and cultural world. Sojourners and Settlers traces the waves of Chinese immigration, the plantation experience, and movement into urban occupations. Important for the migrants were their close ties with indigenous Hawaiians, hundreds establishing families with Hawaiian wives. Other migrants brought Chinese wives to the islands. Though many early Chinese families lived in the section of Honolulu called "Chinatown," this was never an exclusively Chinese place of residence, and under Hawaii's relatively open pattern of ethnic relations Chinese families rapidly became dispersed throughout Honolulu. Chinatown was, however, a nucleus for Chinese business, cultural, and organizational activities. More than two hundred organizations were formed by the migrants to provide mutual aid, to respond to discrimination under the monarchy and later under American laws, and to establish their status among other Chinese and Hawaii's multiethnic community. Professor Glick skillfully describes the organizational network in all its subtlety. He also examines the social apparatus of migrant existence: families, celebrations, newspapers, schools--in short, the way of life. Using a sociological framework, the author provides a fascinating account of the migrant settlers' transformation from villagers bound by ancestral clan and tradition into participants in a mobile, largely Westernized social order.

A word of caution is necessary, however. In many African countries, these flows are larger than foreign direct investment and portfolio debt and equity flows. In some cases, they are similar in size to official aid from multilateral and bilateral donors. Remittance markets in Africa, however, remain less developed than other regions. The share of informal or unrecorded remittances is among the highest for Sub-Saharan African countries. Remittance costs tend to be significantly higher in Africa both for sending remittances from outside the region and for within-Africa (South-South) remittance corridors. At the same time, the remittance landscape in Africa is rapidly changing with the introduction of new remittance technologies, in particular mobile money transfers and branchless banking. This book presents findings of surveys of remittance service providers conducted in eight Sub-Saharan African countries and in three key destination countries. It looks at issues relating to costs, competition, innovation and regulation, and discusses policy options for leveraging remittances for development in Africa.
