Book excerpt: While Barbados has been making good progress in implementing its Economic Recovery and Transformation (BERT) plan to restore fiscal and debt sustainability, rebuild reserves, and increase growth, it continues to face major challenges owing to the global pandemic. International reserves have increased to US$1.4 billion by October 2021 supported by IFI loans. This, and a successful 2018-19 public debt restructuring, have helped rebuild confidence in the country’s macroeconomic framework. However, a virtual standstill in the tourism sector during the pandemic took a significant toll in 2020, with the economy contracting by 18 percent. While Barbados was successful in containing the outbreak during 2020, renewed COVID-19 waves weighed on the economic recovery in 2021. In addition, Barbados was hit by the twin natural disaster shocks of volcanic ashfalls from neighboring St. Vincent in April and category 1 hurricane Elsa in July. Economic growth is projected at 1.6 percent for 2021 premised on a modest recovery of tourism towards the end of 2021—down from 3 percent projected at the time of the fifth EFF review. The outlook remains highly uncertain, and risks are elevated.

Many employers still offer traditional defined benefit (DB) pension plans. A growing majority, however, have replaced DB plans with account-based defined contribution (DC) plans. Virtually everyone acknowledges that the basic DC plan design is flawed. Yet as a society with low private savings and a fraying Social Security system, we count on this imperfect structure to serve as a retirement security bulwark. Workers and society both need the employer-sponsored retirement system to function well. Enhancing DC plan design therefore becomes critical. Defined Contribution Plans: Challenges and Opportunities for Plan Sponsors offers guidance to plan sponsors interested in better understanding the primary issues confronting DC plans. We wrote this book from the viewpoint of the plan sponsor seeking to improve the DC system, and it follows five major themes: the plan participant, the plan sponsor, plan design, investments and investment managers, and asset decumulation in retirement. We present the material conversationally from a high-level perspective. We have not sought to write an encyclopedia on DC plans but rather focus on the basic features of well-run plans. We address key challenges facing DC plans and offer associated design and policy recommendations for plan sponsors and other interested parties to consider. Plan design improvements almost certainly will be incremental, rather than sweeping top-down changes mandated by regulators. Plan sponsors individually will make the important decisions that have lasting consequences for participants and for society. Our objective is to spark interest among sponsors, encouraging them to carry out additional research and take action. We believe the DC system will be strengthened by informed sponsors advocating for and implementing thoughtful strategic changes to their plans.

He belonged to that very small circle of leaders who solemnized their time in power, transforming the Sultanate by empowering generations of citizens to lead constructive and fulfilling lives. Joseph Kéchichian provides a full assessment of the fourteenth Al Sa'id dynasty sovereign, setting out his vision for what was then a relatively isolated nation, championing the necessity for alliances, investing in people as well as the land, and founding key institutions that evolved over five decades. These achievements took time to materialize as Qaboos preserved Al Sa'id rule, governed wisely, avoided internal and external political entanglements, and passed the torch to his successor Haitham bin Tariq, who validated Al Sa'id authority upon becoming Sultan. A Sultanate that Endures is a companion volume to Oman and the World: The Emergence of an Independent Foreign Policy (RAND, 1995). It highlights Omani history, with a particular focus on the religious creed Ibadhiyyah that embraces tolerance and prevents injustice. The transition from a theocracy to a monarchy that established dynastic rule is discussed in the context of the Sultanate's millennial history, affirming its rulers' legitimacy and citizen acceptance. The author evaluates how Ibadhiyyah and its traditions formed the gist of the Sultanate's foreign policies, concentrating on ties with predominantly Muslim-inhabited countries, engagement with the African Continent, its links with the Arab Gulf region, and appraising Omani diplomacy with key Asian and Western countries. The study closes with a preliminary analysis of the transition to Sultan Haitham, evaluates his primary appointments, and reviews his declared priorities for the nation. Future domestic and foreign policy challenges that may confront Omanis concludes the volume.
