In the case of water, the aim is to provide clean safe water to communities in needs. In most rural areas and in conflict prone areas, such kind of projects faces enormous challanges. South Sudan have been in war for decade and sectorian conflict affect many communities living in the rural areas. A number of factors affect the management of community water projects. Some of these risk factors are associated with conflict and continued political unrest in many sub saharan Africa. The most striking ones include competition among water service providers, use sub-standard equipment, political leaders interferences, limited finances, insufficient use of existing policies, incomplete project implementation and poor governance. The book is derived from a study carried in order to dentifiy, analyse and respond to risks arising either positively or negatively that affect the water projects rendering community at risk. A mixed research methods that involved both primary and secondary data sources was used to collect date for this book. A purposive sampling method used utilizing semi-structured questionnaires and interviews in order to collect releveance data and analyze the risks involved in the community water kiosks in South Sudan. Successsful community water project require holistic approach that should involves all the stakeholders, strengheneing institutional capacity and enactment of better laws and regulations including contract laws. In addition the use of modern business tools and techniques including cost management, operational management, risk management and project management can greatly enhance the performance of the water kiosk projects.

The civil war in South Sudan has affected the water supply infrastructure either completely destroying the water system or overstretching the system due to influx of the internally displaced persons. Many people are forced to use unsafe water sources such as the Nile River that passes through many states of South Sudan. Non-governmental organizations (NGOs) have moved to the region to provide the communities with safe water. One of such NGOs is Oxfam with a number of water projects and programmes in Juba, the capital of South Sudan. These include borehole drilling, construction of water treatment plant and training the community on proper sanitation and hygiene practices. Through household interviews, focused group discussions and participant observation, this study evaluated the impacts of Oxfam water projects in Juba with focus on the water treatment plant located in Gumbo, a district of Juba. Findings showed that there is a positive impact on the people in Gumbo in terms of eradication of waterborne diseases in children under the age of five years, girl child education and women empowerment. The hypothesis testing analysis results showed positive and significant linkage between the water treatment plant, education and women empowerment. The Fisher exact test revealed a significance level of p=0.025 on education and p=005 on women empowerment. There was also evidence of sustainability of the technology in use, financial sustainability and community training of the use of the facility. The findings also revealed the need for continuous funding of Non-governmental projects to increase safe water coverage and sanitation.

Book excerpt: Emerging from decades of war, yet still stricken by poverty, political instability, health issues and food insecurity, South Sudan has entered a new era of development and nation-building. Speaking at the 2011 UN General Assembly, Salva Kiir, President of South Sudan, formally invited the international development community to the new nation, stating, "our march out of the abyss of poverty and deprivation into the realm of progress and prosperity is going to be a long one and that is why we need you to partner us on this difficult journey" (Kiir 2011). While the international community has provided Southern Sudan with humanitarian assistance for decades, only now are they stepping into the role of planning and implementing development projects to "improve" South Sudan's economy, infrastructure and social services. Taking the emergent forms of developer involvement in South Sudan as a starting point, this study examines whether the development community has translated decades of scholarly critique (e.g. De Waal 1989, 2005; Ferguson 1990; Sachs 1992; Scott 1976, 1998; Scudder 2005, 2009) into improved practice. To do so I compare the planning stages of two instances of "development" in South Sudan: colonial (Anglo-Egyptian) and post-colonial (contemporary). As the development community is involved in many sectors of South Sudanese society, I have narrowed my focus to instances of hydro-development, namely the Jonglei Canal (Anglo-Egyptian project) and the current push for agricultural expansion, which will require intensive irrigation schemes to reach desired outcomes. In this study I argue that while nearly two hundred years have passed since the onset of Anglo-Egyptian "development" in Southern Sudan, contemporary development actors in South Sudan hold the same "high modernist" biases which have in the past produced harmful and unintended consequences for affected populations.

Book excerpt: Tundia, like most areas in South Kordofan was seriously affected by the North-South war, with infrastructure and basic services, particularly water points, left in poor conditions. The increasing number of returnees also exerts additional pressure on the limited water supply points, causing several inter and intra-group conflicts, particularly during summertime. It is envisaged that access to water through improved/rehabilitated and/or construction of additional/new water sources can help reducing tensions between water users, especially in Tundia area. Past water interventions endeavored by the community, NGOs and government, lacked proper planning, real technical input and therefore did not bring long-term sustainable solutions. Notwithstanding other problems and development challenges facing the area, the 5 year plan (2007 - 2011) for development of the area, devised by the Tundia Development and Management Committee has put emphasis on development of water supply sources. The overall objective of this water needs assessment is to contribute to alleviate the water problem, thus improving the socioeconomic conditions and mitigating water-related conflict in Tundia area. To achieve this objective a baseline survey study (supported by the World Bank, April, 2010) was conducted, focusing on a water needs assessment and highlighting the main problems that the population faces in the area. Subsequently, water development options have been suggested.
