Book excerpt: Revolutions and Reconstructions gathers historians of the early republic, the Civil War era, and African American and political history to consider not whether black people participated in the politics of the nineteenth century but how, when, and with what lasting effects. Collectively, its authors insist that historians go beyond questioning how revolutionary the American Revolution was, or whether Reconstruction failed, and focus, instead, on how political change initiated by African Americans and their allies constituted the rule in nineteenth-century American politics, not occasional and cataclysmic exceptions. The essays in this groundbreaking collection cover the full range of political activity by black northerners after the Revolution, from cultural politics to widespread voting, within a political system shaped by the rising power of slaveholders. Conceptualizing a new black politics, contributors observe, requires reorienting American politics away from black/white and North/South polarities and toward a new focus on migration and local or state structures. Other essays focus on the middle decades of the nineteenth century and demonstrate that free black politics, not merely the politics of slavery, was a disruptive and consequential force in American political development. Robinson expands the scope of this crisis to show how the fate of the Border South, and with it the Union, desperately hung in the balance during the fateful months surrounding the clash at Fort Sumter. During this period, Border South politicians revealed the region's deep commitment to slavery, disputed whether or not to leave the Union, and schemed to win enough support to carry the day. Although these border states contained fewer enslaved people than the eleven states that seceded, white border Southerners chose to remain in the Union because they felt the decision best protected their peculiar institution. Robinson reveals anew how the choice for union was fraught with anguish and uncertainty, dividing families and producing years of bitter internecine violence. Book excerpt: "The year 1816 found America on the cusp of political, social,cultural, and economic modernity. Celebrating its fortieth year of independence, the country's sense of self was maturing. Americans, who had emerged from the War of 1812 with their political systemsintact, embraced new opportunities. For the first time, citizens viewed themselves not as members of a loose coalition of states but as part of a larger union. This optimism was colored, however, by bizarre weather. Periods of extreme cold and severe drought swept the northern states and the upper south throughout 1816, which was sometimes referred to as "The Year Without a Summer." Faced with thirty-degree summer temperatures, many farmers migrated west in search of better weather and more fertile farmlands. In 1816, historian C. Edward Skeen illuminates this unique year of national transition. Politically, the "era of good feelings" allowed Congress to devise programs that fostered prosperity. Social reform movements flourished. This election year found the Federalist party in its death throes, seeking cooperation with the nationalistic forces of the Republican party. In March, a delegation of Seneca Indians comes to Washington to discuss their tribe's concerns, and Jefferson names a commissioner to handle a land sale by Oneida Indians to the state of New York. In April, the Senate ratifies a treaty with the Choctaw nation for a wagon road across their lands. Jefferson worries about an increasingly dictatorial France taking back control of New Orleans, prompting him to the intemperate remark that he would "marry" America's fortunes to the British fleet. Charles Willson Peale sends him sketches of the skull of a prehistoric bison found in Kentucky. During the closing, and very frustrating, weeks of Congress, he distracts himself with a cipher devised by Robert Patterson. He prepares lists of books to be purchased for the recently established Library of Congress and also obtains many titles for his own collection. Even while he is in Washington occupied with matters of state, Jefferson has been keeping close watch on the renovations at Monticello. In May, he has Antonio Giannini plant several varieties of grapes in the southwest vineyard, and he orders groceries, molasses, dry Lisbon wine, and cider to be shipped to Monticello in time for his arrival. He looks forward "with impatience" to the moment he can embrace his family once more.
