Book excerpt: Excerpt from Journal of the Canadian Bankers' Association, Vol. 4: October-1896 Hamilton, the first Secretary of the Treasury under the present constitution of the United States. Hamilton had given much attention to economic, and especially to financial questions, long before he was called upon to lay the financial foundations of the young republic. The ability and thoroughness with which he studied questions of banking and general finance are shown in the radical changes which his own ideas underwent, and the frankness with which he afterwards exposed the fallacy of ideas which he had earnestly supported at earlier stages of his own progress. It is quite true that several of his ideas afterwards proved to be inadequate or erroneous, but, compar ing them with the best ideas then current on the subjects of paper money, credit and banking, we have to admit that Ham ilton was singularly sane and practical in the principles which he laid down. In his work on the History of Banking in the United States, Professor Sumner is inclined to be rather severe in his criticism of Hamilton, but the force of his criticism falls not so much on Hamilton as on those who achieved disastrous results by a one-sided and often deliberately perverse develop ment of certain Of Hamilton's ideas. It could be pointed out also that these ideas, and others of a similar nature, in the hands of different men, did not have the same evil consequences in Canada or in Scotland. However, this is merely by the way. Our present task is to Show what were Hamilton's principles and how they came to be adopted in Canada. Subsequent events in the American business world enable us to appreciate the force of this suggestion, however far from practical realization in all its fullness it may be. In a subsequent speech, the Governor of the Bank of England dealt with the question of cash reserves, and commented on the restrictive affect of the legal proportion of 25 per cent, for New York banks. He thought that "such a system must lead to a curtailment of credit in times of pressure. While attaching the greatest importance to suitable reserves, the backbone of banking was the management of the loans and discounts. If these were used for the encouragement of legitimate commerce, and not for the fostering of rank speculation, either at home or abroad, they need not contemplate financial troubles. On the other hands, if there were to be legislation which might lead to undue interference with the responsibilities which properly belong to and must rest on the banks, then he should be afraid." Sound bank management is even more important than good banking laws. The issue of Dominion notes has, in recent years, increased with great rapidity, and, having passed the sixty million mark since the middle of the year, seems to be rapidly overtaking the figures of bank circulation. A closer examination suggests, however, that the Dominion circulation is by no means encroaching seriously on the field of bank currency. It is well known that the greater part of the Dominion issues are in the shape of large legal tender notes for use in inter-bank payments. In the last half-dozen years, Dominion issues have doubled, but the amount not held by chartered banks has increased by only one-half. Book excerpt: Excerpt from Journal of the Canadian Bankers' Association, Vol. 13: Containing October 1905 to July 1906 The recovery from the crisis of 1857-58 was slow and inter rupted. The gradual improvement of 1859 received a consider able impetus from the bountiful harvest of 1860, which greatly stimulated trade, and would doubtless have induced, under the spur of eager competition, quite a speculative expansion had it not been followed by a couple of poor harvests in 1861 and 1862. The situation was further complicated by the outbreak of the Civil War in the United States. On the whole, however, the trade of Canada was steadily expanding. The crippled condition of the Bank of Upper Canada, and the tying up of much of the capital of the Commercial Bank and others of the older banks, afforded greater opportunities than appeared on the surface for the expansion of the newer and untrammeled banks. Among these the most stable, enterprising, and best managed were the Ontario Bank and the Bank of Toronto, which were rapidly building up extensive and profit able businesses. The general situation encouraged an applica tion for charters on the part of several new banks, especially in Lower Canada where the effects of the late crisis had been least felt. It led also to applications by several Of the older banks for amendments to their charters and authority to increase their capital. We shall subsequently sketch the origin and development of some of the more important of these new comers. Meantime, however, to avoid confusion from trying to follow too many threads at once, we must confine our attention to a survey of the conditions into which these new banks were born.
