Book excerpt: In 1803 in the colonial South American city of La Plata, Doña Martina Vilvado y Balverde presented herself to church and crown officials to denounce her husband of more than four years, Don Antonio Yta, as a “woman in disguise.” Forced to submit to a medical inspection that revealed a woman’s body, Don Antonio confessed to having been María Yta, but continued to assert his maleness and claimed to have a functional “member” that appeared, he said, when necessary. Passing to América is at once a historical biography and an in-depth examination of the sex/gender complex in an era before “gender” had been divorced from “sex.” The book presents readers with the original court docket, including Don Antonio’s extended confession, in which he tells his life story, and the equally extraordinary biographical sketch offered by Felipa Ybañez of her “son María,” both in English translation and the original Spanish. Thomas A. Abercrombie’s analysis not only grapples with how to understand the sex/gender system within the Spanish Atlantic empire at the turn of the nineteenth century but also explores what Antonio/María and contemporaries can teach us about the complexities of the relationship between sex and gender today. Unbeknownst to the two, they are the children of the same father. Eventually Cecilia gives in to Leonardo's advances; she becomes pregnant and gives birth to a baby girl. When Leonardo, who gets bored with Cecilia after a while, agrees to marry a white upper class woman, Cecilia vows revenge. A mulatto friend and suitor of hers kills Leonardo, and Cecilia is thrown into prison as an accessory to the crime. For the contemporary reader Helen Lane's masterful translation of Cecilia Valdés opens a new window into the intricate problems of race relations in Cuba and the Caribbean. There are the elite social circles of European and New World Whites, the rich culture of the free people of color, the class to which Cecilia herself belonged, and then the slaves, divided among themselves between those who were born in Africa and those who were born in the New World, and those who worked on the sugar plantation and those who worked in the households of the rich people in Havana. Cecilia Valdés thus presents a vast portrait of sexual, social, and racial oppression, and the lived experience of Spanish colonialism in Cuba.

Book excerpt: The urgent need to professionalize Mexican police has been recognized since the early 1990s, but despite even the most well-intentioned promises from elected officials and police chiefs, few gains have been made in improving police integrity. Why have reform efforts in Mexico been largely unsuccessful? This book seeks to answer the question by focusing on Mexico's municipal police, which make up the largest percentage of the country's police forces. Indeed, organized crime presents a major obstacle to institutional change, with criminal groups killing hundreds of local police in recent years. Nonetheless, Daniel Sabet argues that the problems of Mexican policing are really problems of governance. He finds that reform has suffered from a number of policy design and implementation challenges. More importantly, the informal rules of Mexican politics have prevented the continuity of reform efforts across administrations, allowed patronage appointments to persist, and undermined anti-corruption efforts. Although many advances have been made in Mexican policing, weak horizontal and vertical accountability mechanisms have failed to create sufficient incentives for institutional change. Citizens may represent the best hope for counterbalancing the toxic effects of organized crime and poor governance, but the ambivalent relationship between citizens and their police must be overcome to break the vicious cycle of corruption and ineffectiveness.
