Download or read book Joint Management of Newfoundland and Labrador Fisheries written by Newfoundland and Labrador and published by . This book was released on 2003 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this paper, the Newfoundland & Labrador government is calling for a new approach to fisheries decision-making: a joint management regime that would effectively integrate federal & provincial responsibilities, reduce federal-provincial conflict over fishery policy, provide a stable framework for resource management & industry investment, and remove the potential for arbitrary or inconsistent fishery management decisions. The paper begins with an overview of the province's fishing industry, conservation initiatives, and the current fishery management decision-making process. It then explains the advantages of the joint management proposal and specific aspects of that approach, including the establishment of a federal/provincial fisheries management board. Appendices include the text of the province's resolution seeking joint management of fisheries, a copy of an Act respecting joint management of provincial fisheries, and a glossary.

Book Recasting Transboundary Fisheries Management Arrangements in Light of Sustainability Principles

Download or read book Recasting Transboundary Fisheries Management Arrangements in Light of Sustainability Principles written by Dawn A. Russell and published by BRILL. This book was released on 2010-10-25 with total page 573 pages. Available in PDF, EPUB and Kindle. Book excerpt: The management of transboundary fish stocks might be described as a complex mosaic. Multiple fora are trying to incrementally shift the fisheries management course towards a sustainable future. Recasting Transboundary Fisheries Management Arrangements in Light of Sustainability Principles reviews and critiques key recasting efforts with a primary focus on Canada’s transboundary fisheries management arrangements for the Pacific and Atlantic oceans. It provides a primer on the international law and policy framework governing transboundary fisheries and offers bilateral and regional case studies in the search for more principled fisheries governance approaches based on the new sustainability imperatives. This book offers current Canadian and international perspectives on the challenges facing regional fisheries management organizations, as well as bilateral and national arrangements, as they face the tides of sustainability reform. Struggles to implement precautionary and ecosystem approaches are especially highlighted.

Book First among Unequals

Download or read book First among Unequals written by Alex Marland and published by McGill-Queen's Press - MQUP. This book was released on 2014-04-01 with total page 442 pages. Available in PDF, EPUB and Kindle. Book excerpt: Canadians are told that provincial premiers wield considerable sway. Critics decry premiers as autocrats and dictators, while supporters label them as altruists and great leaders. In Newfoundland and Labrador the premier is expected to be the province's overlord, a patriotic defender of provincial interests, and the decision-maker who brokers competing policy priorities. But does a premier have as much power over government policy decisions as is popularly believed? First among Unequals, a detailed enquiry into the administration of Premier Danny Williams and the first year of his successor Kathy Dunderdale, suggests that the power of the premier is exaggerated by the media, critics, political parties, the public service, and the leaders themselves. With perspectives from economics, education, geography, health policy, history, and political science, contributors explore how dominant Williams was and test theories to show how power operates in provincial governments. They examine politics and government through case studies of the healthcare sectors, education, the fisheries, rural and regional development, hydroelectric projects, and the labour market. Focusing on an era of political populism and rapid economic growth, First among Unequals reasons that there is not enough evidence to suggest that the Premier's Office - even with someone like Danny Williams at the helm - independently shapes public policy. Contributors include Karlo Basta (Memorial), Sean Cadigan (Memorial), Angela Carter (Waterloo), Christopher Dunn (Memorial), Jim Feehan (Memorial), Gerald Galway (Memorial), Ryan Gibson (Memorial), James Kelly (Concordia), Royce Koop (Manitoba), Mario Levesque (Mount Allison), Maria Mathews (Memorial), John Peters (Laurentian), Michelle Porter (Memorial), Kate Puddister (McGill), Valérie Vézina (UQAM), and Kelly Vodden (Memorial, Grenfell).

[...] The primary focus of the Workshop was to "Describe and discuss the current status and future directions of the Precautionary Approach (PA) to the assessment and management of fisheries resources in the Newfoundland Region", but discussions were wide ranging and laid the foundation for future discussions and collaborative work. [...] The key elements in the development of the Precautionary approach for practical application are: the determination of the roles of science and management, the implementation of a comprehensive suite of management measures to complement the PA framework, and a clear definition of objectives for the management of fishery resources. [...] The "Precautionary Approach" requires: •. avoidance of changes that are potentially irreversible; •. identify and take measures to avoid undesirable outcomes; •. initiate corrective measures without delay; •. give priority to conserving the productive capacity of the resource use where the likely impact of the resource is uncertain; and, •. appropriate placement of the burden of proof. [...] Application of the Precautionary Approach to salmon fishery management is an integrated process, which requires at least the following: •. that stocks be maintained above the conservation limits by the use of management targets; •. that conservation limits and management targets be set for each river and combined as appropriate for the management of different stock groupings; •. the prior identifi.

Available in PDF, EPUB and Kindle. Book excerpt: Like their counterparts in developing countries, rural people living on the periphery of developed nations are increasingly vulnerable to forces beyond their control. Farmers, miners, and fishermen must cope with periodic resource scarcities, fluctuating global markets, and neoliberal trade pacts. Island Voices explores this struggle through the perspective of people living on Arnøya, an island off northern Norway. John C. Kennedy spent years collecting their stories, each of which offers resounding proof of how change, both local and global, has unevenly benefited the island's four villages.
