Book excerpt: The joint doctrine established in this publication applies to unified commands and their subordinate commands and those joint task forces that may be established by the President, Secretary of Defense, or commander of a unified command for the conduct of specific operations. The doctrine is broadly stated to fit the widely varying situations and areas in which counterair operations may be undertaken. The influence of geography, international agreements, alliance command structure, enemy capabilities, and concepts of operations are such that military strategies may vary considerably between areas. Force employment plans that support the military strategy must be developed in more detail for each theater by the commander exercising operational command. Plans must consider the likelihood of coalition warfare and the need for further development of a combined doctrine to ensure compatibility, if not interoperability, of future command, control, communication, intelligence, and weapon and support systems.

Book excerpt: This publication, “Countering Air and Missile Threats (Joint Publication 3-01),” provides doctrine for joint counterair operations and protection against air and missile threats across the range of military operations. Counterair integrates offensive and defensive operations to attain and maintain a desired degree of air superiority and protection by neutralizing or destroying enemy aircraft and missiles, both before and after launch. Integrated air and missile defense (IAMD) is an evolving approach that uses the counterair framework at the theater level. IAMD emphasizes the integration of offensive counterair (OCA) attack operations, defensive counterair (DCA) operations, and other capabilities as required to create the joint force commander's (JFC's) desired effects. The IAMD approach also encompasses global strike and global missile defense beyond the theater level. The counterair mission integrates both offensive and defensive operations, by all capable joint force components, and counters the air and missile threat by attaining and maintaining the degree of air superiority and protection desired by the JFC. Generally, OCA operations seek to dominate enemy airspace and prevent the launch of threats, while DCA operations defeat enemy air and missile threats attempting to penetrate or attack through friendly airspace. Integrating a mixture of capabilities from components bolsters the friendly force potential and likely will frustrate the enemy's ability to defend itself. Synchronization of OCA and DCA operations is vital to avoid duplication of effort and help prevent fratricide. Expanded technology and proliferation of missiles, including cruise missiles (CMs), ballistic missiles (BMs), and air-to-surface missiles (ASMs), expand the scope and complexity of protecting friendly forces and vital interests. The detection capabilities, engagement ranges, mobility, and lethality of surface-to-air missile (SAM) systems and fighter aircraft have significantly increased the air and missile defenses (AMDs) of US adversaries. CMs and unmanned aircraft also present elusive targets and are difficult to detect, identify, and engage. Proliferation of advanced technologies for missiles, guidance systems, and weapons of mass destruction warheads has increased the potential missile threat to the homeland. Although this publication primarily focuses on countering theater air and missile threats (i.e., those affecting an overseas geographic combatant commander's (GCC's) AOR/a subordinate JFC's joint operations area [JOA]), those forces and capabilities employed by overseas GCCs also may support a layered defense beginning in the forward areas against strategic air and missile threats to the homeland. Strategic planning documents task each GCC with some form of missile defense and the employment of appropriate force should deterrence fail. Commander, United States Strategic Command is responsible for synchronizing planning for global missile defense and coordinating global missile defense operations support. Global ballistic missile defense is the overarching characterization of the cumulative (worldwide) planning and coordination for those defensive capabilities designed to neutralize, destroy, or reduce the effectiveness of enemy BM attacks whether within or across the boundaries of any GCC's AOR. This publication has been prepared under the direction of the Chairman of the Joint Chiefs of Staff. It sets forth joint doctrine to govern the activities and performance of the Armed Forces of the United States in joint operations and provides the doctrinal basis for interagency coordination and for US military involvement in multinational operations. It provides military guidance for the exercise of authority by combatant commanders and other joint force commanders (JFCs) and prescribes joint doctrine for operations, education, and training. It provides military guidance for use by the Armed Forces in preparing their appropriate plans.

A crucial part of achieving that mission involves obtaining and maintaining superiority in the air domain. That domain, defined for the first time in this publication, is the area, beginning at the Earth's surface, where the atmosphere has a major effect on the movement, maneuver, and employment of joint forces. Within that domain, forces exercise degrees of control or levels of influence, characterized as parity, superiority, or supremacy. The US has enjoyed at least air superiority in all conflicts since the Korean War. The US will probably retain that superiority in today's ongoing conflicts, but the prospect of near-peer competitors in the not-too-distant future raise the possibility of air parity - a condition in the air battle in which one force does not have air superiority over others - or even conceding superiority to the adversary if Air Force forces are not properly employed. Our possession of air superiority helps enable joint forces to dominate adversary operations in all domains and to achieve a wide range of cross-domain effects. Unless we can freely maneuver in the air while denying the enemy the ability to do the same, we do not have superiority. Therefore, this publication addresses how the commander of Air Force forces can best employ his assets within a joint force to achieve control in the air domain to enable the overall joint force effort. Counterair is more than just force protection or air and missile defense. It also includes offensive actions against an enemy's capabilities, allowing us to seize the initiative and force the adversary into a defensive posture. Furthermore, counterair is executed by more than just air assets. Counterair is a joint, multinational, and interagency team effort, comprising a combination of command and control systems, intelligence, surveillance, and reconnaissance systems, aircraft and missile systems in air-to-air and air-to-ground roles, and surface-to-air defense weapons. The effect of air superiority is not normally an end unto itself. Air superiority provides enormous military advantages, allowing the joint force greater freedom of action to carry out its assigned missions (freedom to attack) while minimizing its vulnerability to enemy detection and attack (freedom from attack). The success of any major air, land, or maritime operation may depend on the degree of air superiority achieved. This Air Force doctrine document provides guidance for designing, planning, integrating, coordinating, executing, and assessing counterair operations. It provides operational doctrine to gain and maintain control of the air. As such, it focuses on how air forces can be organized and employed to successfully conduct counterair operations.

Command and control (C2) of joint land operations is fundamental to warfare. Having a land component commander (LCC) is not new to the Armed Forces of the United States. The Allies in World War II successfully employed separate joint or multinational LCC headquarters in several theaters. These land component commands ensured proper coordination with other components and freed the multinational force commander to focus on overall strategy. In the 20th century, joint and multinational operations have encompassed the full diversity of air, land, maritime, and space forces operating throughout the operational area. Advances in capabilities among all forces and the ability to communicate over great distances have made the application of military power in the 21st century more dependent on the ability of commanders to synchronize and integrate joint land operations with other component's operations. The manner in which geographic combatant commanders (GCCs) organize their forces directly affects the C2, responsiveness, and versatility of joint force operations. Combatant commanders (CCDRs) organize assigned and attached forces to accomplish the mission based on the CCDRs' vision and concept of operations (CONOPS) as well as considerations of mission, enemy, terrain and weather, troops and support available — time available. Unity of action, centralized planning and direction, and decentralized execution are also key considerations. CCDRs can conduct operations through subordinate unified commands, subordinate joint task forces (JTFs), single-Service task forces, Service components, functional components, or a combination of Service and functional components. Not only can the GCC designate a JFLCC, but each subordinate joint force commander (JFC) may also designate their own JFLCC. Consequently, there may be multiple LCCs, each with an organization, duties, and responsibilities tailored to the requirements of their specific JFC, within a single area of responsibility (AOR). Where multiple joint operations areas each have land operations being conducted, the JFLCC designated directly by the GCC, may also be designated the theater JFLCC. The primary responsibilities of the theater JFLCC may be to provide coordination with other theater-level functional components, to provide general support to the multiple JFLCCs within the AOR, to conduct theater-level contingency planning, or to conduct joint reception, staging, onward movement, and integration for the entire joint land force. This publication has been prepared under the direction of the Chairman of the Joint Chiefs of Staff (CJCS). It sets forth joint doctrine to govern the activities and performance of the Armed Forces of the United States in joint operations and provides the doctrinal basis for interagency coordination and for US military involvement in multinational operations.
