Book excerpt: The Department of Defense has been confronted with interoperability problems for more than 30 years, and achieving effective Command, Control, Communications, Computer, and Intelligence (C4I) interoperability continues to be a difficult matter for DoD to resolve. Through the years DoD has issued increasingly assertive interoperability policy guidance, strengthened procedures associated with reviewing system requirements and making acquisition decisions, and attempted to field systems that will help ensure C4I interoperability. However, these initiatives have failed to ensure the operational commander is provided C4I systems that are interoperable. The haphazard fielding of service-unique C4I systems must stop. Technology is available to ensure the operational commander receives interoperable C4I systems for use on the battlefield. The solution to the C4I systems quandary is interoperability assurance. A critical element of interoperability assurance is a clear prescription of a common suite of capabilities that must be inherent in all C4I systems that desire to interoperate. At each level of interoperability, DoD must identify a common suite of capabilities across procedure, applications, infrastructure, and data that must be incorporated operated by system developers in order to have a common-ground basis for Joint interoperability assurance. Common standards must also be adhered to for each capability.

Book excerpt: The military services have a long history of interoperability problems during joint operations. For example, the success of the Persian Gulf war in 1991 a major joint military operation was hampered by a lack of basic interoperability. The current certification requirement was established to help address these problems. The Joint Staffs Director for C4 systems (J-6) is assigned primary responsibility for ensuring compliance with the certification requirement. DISA'S Joint Interoperability Test Command is the sole certifier of C41 systems. According to Joint Staff guidance, commanders in chief, the services, and DOD agencies are required to adequately budget for certification testing. They can either administer their own tests with Test Command oversight or ask the Test Command to administer them. Certification is intended to help provide the warfighter with C41 systems that are interoperable and to enable forces to exchange information effectively during a joint mission. Specifically, certification by the Test Command is confirmation that (1) a C41 system has undergone appropriate testing, (2) the applicable requirements for interoperability have been met, and (3) the system is ready for joint use. However, while a system may pass certification testing, it may not have been tested against all systems with which it may eventually interoperate. This is because some systems with which they must interoperate become available later and commanders sometimes use systems in new ways that were not envisioned during testing.

Book excerpt: The annual Conference on the Chinese People's Liberation Army (PLA) took place at the U.S. Army War College (USAWC), in Carlisle, Pennsylvania, on October 22-24, 2010.1 The topic for this year's conference was the "PLA's lessons from Other People's Wars." Participants at the conference sought to discern what lessons the PLA has been learning from the strategic and operational experiences of the armed forces of other countries during the past 3 decades. Why did observers of the PLA want to study what Chinese military analysts might learned about non-Chinese wars? The answer is twofold. First, the PLA has not fought an actual war since 1979. Yet, during the last 3 decades, fundamental changes have taken place on the battlefield and in the conduct of war. Since the PLA has not fought since 1979, it had no experience in the changing face of war, and thus could not follow Mao Zedong's admonition to "learn by doing"; instead, it must look abroad for ways to discern the new pattern of warfare in the evolving information age. Studying Chinese military analysts' observations of non-Chinese wars therefore provides us a glimpse of what the PLA takes from others' experience to improve its capability and to prepare itself for dealing with China's national security issues, such as Taiwan, the South and East China Sea disputes, and internal unrest in Tibet and Xinjiang, to name the most obvious ones. Second, Chinese military analysts have noticeably more freedom in assessing and commenting on the strength and weakness as well as the success and fail¬ures of other countries' wars. Indeed, for political reasons, Chinese military analysts have to emphasize the heroics and triumphs of the PLA's war experience and downplay setbacks and failures.2 While there is certainly recognition of the daunting challenges-in Korea, for example, accounts readily acknowledge that the Chinese People's Volunteers (CPV) were totally unprepared logistically and devastated by airpower-there are limits to the levels of candor. To date, there is no critical analysis of the PLA's claimed success or dismissed failure in the Sino-Vietnamese Border War of 1979 by Chinese military analysts (however, there are a few studies done by scholars outside of China3). Studying Chinese military analysts' observation of other people's wars, therefore, provide us key hints as to what Chinese military analysts consider important aspects of current and future military operational success and failure.

It is not enough to rely on the infusion of new, expensive technology into the American defense establishment to preserve America's strategic dominance in the next century. The work makes it clear that planes, ships, and missiles cannot do the job of defending America's global security issues alone. The United States must opt for reform and reorganization of the nation's ground forces and avoid repeating Britain's historic mistake of always fielding an effective army just in time to avoid defeat, but too late to deter an aggressor.

Advances in AV capabilities are enabled (and limited) by progress in the technologies of computing and robotics, navigation, communications and networking, power sources and propulsion, and materials. Since then, Tehran's nuclear activities and public diplomacy have only affirmed what this analysis first suggested: Iran is not about to give up its effort to make nuclear fuel and, thereby, come within days of acquiring a nuclear bomb. Iran's continued pursuit of uranium enrichment and plutonium recycling puts a premium on asking what a more confident nuclear-ready Iran might confront us with and what we might do now to hedge against these threats. These questions are the focus of this volume. The book is divided into four parts. The first presents the endings of the NPEC's working group on Iran. It reflects interviews with government officials and outside specialists and the work of some 20 regional security experts whom NPEC convened in Washington to discuss the commissioned research that is contained in this book. Some of this report's endings to keep Iran and others from overtly deploying nuclear weapons or leaving the Nuclear Nonproliferation Treaty (NPT) are beginning to gain official support. The U.S. Government, the International Atomic Energy Agency (IAEA), and an increasing number of allies now support the idea that states that violate the NPT be held accountable for their transgressions, even if they should withdraw from the treaty. There also has been increased internal governmental discussion about the need to clarify what should be permitted under the rubric of "peaceful" nuclear energy as delineated under the NPT. The remaining report recommendations, which were presented in testimony before Congress in March of 2005, remain to be acted upon.
