Book Joint C4I Interoperability A Long History A Tenuous Future

Download or read book Joint C4I Interoperability A Long History A Tenuous Future written by and published by . This book was released on 2002 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Department of Defense has been confronted with interoperability problems for more than 30 years, and achieving effective Command, Control, Communications, Computer, and Intelligence (C4I) interoperability continues to be a difficult matter for DoD to resolve. Through the years DoD has issued increasingly assertive interoperability policy guidance, strengthened procedures associated with reviewing system requirements and making acquisition decisions, and attempted to field systems that will help ensure C4I interoperability. However, these initiatives have failed to ensure the operational commander is provided C4I systems that are interoperable. The haphazard fielding of service-unique C4I systems must stop. Technology is available to ensure the operational commander receives interoperable C4I systems for use on the battlefield. The solution to the C4I systems quandary is interoperability assurance. A critical element of interoperability assurance is a clear prescription of a common suite of capabilities that must be inherent in all C4I systems that desire to interoperate. At each level of interoperability, DoD must identify a common suite of capabilities across procedure, applications, infrastructure, and data that must be incorporated operated by system developers in order to have a common-ground basis for Joint interoperability assurance. Common standards must also be adhered to for each capability.

Book Joint C4I Interoperability

Download or read book Joint C4I Interoperability written by Robert L. Bethea and published by . This book was released on 2003 with total page 29 pages. Available in PDF, EPUB and Kindle. Book excerpt: Network Centric Warfare (NCW) is truly the embodiment of an information age transformation for the Department of Defense (DoD). It will involve new ways of thinking about how we accomplish our mission. It will also require new ways of operating that have not been conceived and employs technologies yet to be invented. Joint integration and joint interoperability will be absolutely required to effectively command and control the battle space of the future. The purpose of this strategic project report is to examine the DoD processes and policies that are in place to ensure joint compliancy for Army command, control, communications, computers and intelligence (C41) equipment as we move towards DoD and Army transformation.

Book Realizing the Potential of C4I

Download or read book Realizing the Potential of C4I written by National Research Council and published by National Academies Press. This book was released on 1999-06-17 with total page 299 pages. Available in PDF, EPUB and Kindle. Book excerpt: Rapid progress in information and communications technologies is dramatically enhancing the strategic role of information, positioning effective exploitation of these technology advances as a critical success factor in military affairs. These technology advances are drivers and enablers for the "nervous system" of the militaryâ€"its command, control, communications, computers, and intelligence (C4I) systemsâ€"to more effectively use the "muscle" side of the military. Authored by a committee of experts drawn equally from the military and commercial sectors, Realizing the Potential of C4I identifies three major areas as fundamental challenges to the full Department of Defense (DOD) exploitation of C4I technologyâ€"information systems security, interoperability, and various aspects of DOD process and culture. The book details principles by which to assess DOD efforts in these areas over the long term and provides specific, more immediately actionable recommendations. Although DOD is the focus of this book, the principles and issues presented are also relevant to interoperability, architecture, and security challenges faced by government as a whole and by large, complex public and private enterprises across the economy.

Book Joint Military Operations Weaknesses in DoD s Process for Certifying C4I Systems Interoperability

Download or read book Joint Military Operations Weaknesses in DoD s Process for Certifying C4I Systems Interoperability written by General accounting office washington dc national security and international affairs div and published by . This book was released on 1998 with total page 29 pages. Available in PDF, EPUB and Kindle. Book excerpt: The military services have a long history of interoperability problems during joint operations. For example, the success of the Persian Gulf war in 1991 a major joint military operation was hampered by a lack of basic interoperability. The current certification requirement was established to help address these problems. The Joint Staffs Director for C4 systems (J-6) is assigned primary responsibility for ensuring compliance with the certification requirement. DISA'S Joint Interoperability Test Command is the sole certifier of C41 systems. According to Joint Staff guidance, commanders in chief, the services, and DOD agencies are required to adequately budget for certification testing. They can either administer their own tests with Test Command oversight or ask the Test Command to administer them. Certification is intended to help provide the warfighter with C41 systems that are interoperable and to enable forces to exchange information effectively during a joint mission. Specifically, certification by the Test Command is confirmation that (1) a C41 system has undergone appropriate testing, (2) the applicable requirements for interoperability have been met, and (3) the system is ready for joint use. However, while a system may pass certification testing, it may not have been tested against all systems with which it may eventually interoperate. This is because some systems with which they must interoperate become available later and commanders sometimes use systems in new ways that were not envisioned during testing.

Book excerpt: In 2010, the joint force commander (JFC) will be unable to leverage the vision of Full Spectrum Dominance enabled by a global Command and Control, Communications, Computers and Intelligence (C4I) as predicted in Joint Vision 2010 (JV2010) At the root of the problem is a complex array of obstacles and hurdles. Today, each Service is developing C4I structures at different rates of change, with varying operational capabilities driven by Service Title X directives, regional CINC requirements, and subjective internal testing and validation standards and timelines.

Book C4I Interoperability

Download or read book C4I Interoperability written by and published by . This book was released on 2006 with total page 14 pages. Available in PDF, EPUB and Kindle. Book excerpt: The United States National Military Strategy states that joint force mission systems are to be "conceptualized and designed with joint architectures and acquisition strategies to ensure that technical, doctrinal and cultural barriers do not limit the ability of joint commanders to achieve objectives." Despite this mandate, military service components continue to acquire, operate, and train with and maintain unique command, control, communications, computers, and intelligence (C4I) systems, creating self-induced friction in the operating environment. Mission effectiveness is reduced, operations are slowed, and information from multiple systems is not delivered to the warfighter. A lack of standardized, interoperable systems and equipment between organizations creates a disjointed operational environment for commanders in charge of intra-agency, multi-service, and coalition operations. Although individual service components have made progress in developing advanced C4I systems, the warfighter's requisite for interoperability within the current expeditionary environment falls short in developing the human factors required for success.

Book From Vision to Interoperability

Download or read book From Vision to Interoperability written by Joseph M. Maiorana and published by . This book was released on 1996-06-01 with total page 88 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper is an assessment of Department of Defense (DoD) and service initiatives to ensure joint interoperability of Command, Control, Communications, Computers, and Intelligence (C41) systems. Using a consolidated initiative matrix, visions and actions are reviewed to identify intent, and existing documents used by C41 system planners, designers, and developers are assessed against essential system development criteria, required baseline actions, to achieve interoperability. Findings reveal that interoperability development guidance and tools do not address mission-specific parameters of C4I systems. Not all C4I systems are the same. Mission-specific requirements dictate whether a system is interoperable or not. The current interoperability definition is quite vague for mission-specific systems, and existing DoD and service initiatives only address general guidance to focus system development. Common mission-specific cases are provided and demonstrate that achieving interoperability is more than general guidance and more than the ability to pass data or information through seamless interfaces to ensure that systems are functional. Interoperability must be further defined by analyzing a C41 system's unique mission. Finally, to guide C41 system design, a framework to establish quantifiable thresholds is developed and presented using existing joint doctrine.

Book Coalition Command Control Communications Computer and Intelligence Systems Interoperability A Necessity Or Wishful Thinking

Download or read book Coalition Command Control Communications Computer and Intelligence Systems Interoperability A Necessity Or Wishful Thinking written by and published by . This book was released on 2000 with total page 86 pages. Available in PDF, EPUB and Kindle. Book excerpt: This study examines whether coalition command, control, communications, computer, and intelligence (C4I) systems interoperability is the next logical step for the US beyond joint interoperability. This study uses US experiences in the Korean War, DESERT SHIELD/STORM, Operation JOINT ENDEAVOR, plus past research to analyze and establish currents trends, patterns, and gaps in coalition interoperability. It is clear from previous operations and past research that the US, allies, and coalition partners have not mastered coalition C4I systems interoperability. In order to achieve coalition C4I systems interoperability, this study recommends a course of action (COA) to rely on common US C4I systems or adopt common technical standards to ensure coalition interoperability in the acquisition of C4I systems. Adopting this COA allows alliance and coalition partners to either purchase US C4I systems or design and procure C4I systems that will be interoperable based on common technical standards. Future operations will be multinational and coalition interoperability will be paramount to success. Training programs, combined exercises, military-to-military contacts, foreign military sales, coalition doctrine, modularity, the global grid, and Radiant Mercury (a tool for multilevel security) formulate conditions for success, thus making coalition interoperability the next logical step beyond joint interoperability when designing, procuring, and build US C4I systems.

Book Joint Military Operations DoD s Renewed Emphasis on Interoperability is Important But Not Adequate

Download or read book Joint Military Operations DoD s Renewed Emphasis on Interoperability is Important But Not Adequate written by GENERAL ACCOUNTING OFFICE WASHINGTON DC NATIONAL SECURITY AND INTERNATIONAL AFFAIRS DIV. and published by . This book was released on 1993 with total page 40 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 1987 report, the General Accounting Office we identified various problems and made recommendations associated with the Department of Defense's (DoD) efforts to achieve command, control and communications (C3) systems interoperability-the ability of systems, units, or forces to exchange services, enabling them to operate effectively together. DoD concurred with recommendations regarding certification, waiver, and funding matters and stated that it needed to improve interoperability in certain areas and had established mechanisms to do so. This letter discusses DoD's efforts to overcome persisting interoperability problems. Our focus was on System (equipment) and operational (doctrine, tactics, procedures, and training) interoperability associated with command control, communications, computers, and intelligence (C4I).
